The ACP MEAs is an EC-UNEP partnership programme that begun in March 2009 as an initiative of the European Commission to address challenging environmental issues through the implementation of the Multilateral Environmental Agreements (MEAs) in the African, Caribbean, and the Pacific (ACP) regions. The programme is currently in its third phase of implementation, aiming to assist 79 ACP-countries to enforce and comply with MEAs related to biodiversity (CITES, CMS and CBD) and chemicals and waste (BRS and Minamata Conventions) and deal with issues of Ocean/Seas governance.

In 2014, with support from the French Government, Wallis and Futuna informed SPREP of its intention to identify nationally significant wetlands for future designation as wetlands of international importance (Ramsar Sites) under the Convention on Wetlands (Ramsar, Iran, 1971).

The Noumea Convention was negotiated under the framework of the United Nations Environment Programme (UNEP) Regional Seas Programme and adopted in 1986. The Convention and its two related Protocols - Protocol for the Prevention of Pollution of the South Pacific Region by Dumping and the Protocol Concerning Cooperation in Combating Pollution Emergencies in the South Pacific Region - entered into force on 22 August, 1990. The 12 Parties to the Convention are Australia, Cook Islands, Federated States of Micronesia, Fiji, France, Republic of the Marshall Islands, Nauru, New Zealand, Papua New Guinea, Samoa, Solomon Islands and United States

This synthesis report provides an overview of the first seven steps used to identify, prioritise, and implement ecosystem-based adaptation (EbA) projects in Taveuni, Fiji. The report is based on a detailed series of technical reports prepared for the PEBACC project by Watershed Professionals Network LLC in collaboration with ECONorthwest.

Ecosystem and Socio-economic Resilience Analysis and Mapping (ESRAM) is the first stage of PEBACC. This report presents the results of the ESRAM undertaken by Griffith University for the Republic of Vanuatu (hereafter ‘Vanuatu’) and Tanna Island (heareafter ‘Tanna’).

This technical summary document reports on the findings from the first phase of ESRAM activity that was conducted in Greater Port Vila between January and June 2016. Whilst it was understood at the outset that both climate and non-climate drivers would be important influences on ecosystem quality (and the services they provide), local engagement – through household surveys and community workshops –also uncovered substantial detail on the range of contemporary issues facing these communities: urban development, pollution, access to water, overharvesting and poor management of resources, sand mining, and climate impacts (including ongoing recovery from Tropical Cyclone Pam, March 2015). It is clear that the ecosystem and socio-economic resilience challenges for these urban and peri-urban communities are already considerable but will be further amplified by continued urbanisation and future climate change in the years to come.

The current study continues the PEBACC project in Vanuatu. It builds on an earlier PEBACC study that undertook a baseline ecosystem and socio-economic resilience analysis and mapping appraisal of the Port Vila Metropolitan area. The methodology approach adopted provided for mainly desk-top review work, supplemented by four key workshops (including one in Port Vila), interviews with Port Vila stakeholders, and brief field inspection in Port Vila.
