This document is a management plan for the conservation of the natural resources and biodiversity of the Malololelei Community Conservation Area (CA) for the period 2024-2025 (10 years). The management plan is a living document that will evolve and improve through learning from implementation.

The energy sector is important to Samoa's economic, social, infrastructure and environmental composition. This plan has therefore been developed using extensive consultation with many groups. The purpose of the Energy Sector Plan is to provide a comprehensive plan for the energy sector to deliver outcomes consistent with the overarching Strategy for the Development of Samoa (SDS) 2012-2016, with due regard for cross-cutting issues including emphasising the importance of raising living standards, increasing resilience and boosting productivity for sustainable development. It provides a resourcing framework to support implementation of the plan.

Feral and wandering domestic pigs collectively cause significant environmental damage in Niue, chiefly to coconut crab populations, seedling coconuts, soil organisms, soil structure and fertility transfer. They also cause significant economic damage to plantations and domestic gardens. Feral pig eradication on Niue Island would be impossible to both achieve and maintain in the current scenario of domestic pig management. Pig management practices vary from adequate to laissez faire, with constant escape and release from sites.

Waterfronts are special places around the world. They have been key features of cities throughout history; are places of great beauty; and are sources of economic strength. Our aspirations for the Apia Waterfront are the same.

Niue's progress to achieving the Millennium Development Goals has been steady. The commitment shown by the Government of Niue has enabled the achievement of 6 of the 8 goals enshrined in Niue's MDG Report 2006. These are MDG 1: eradicate extreme poverty and hunger; MDG 2: achieve universal primary education; MDG 3: promote gender equality and empower women; MDG 4: reduce child mortality; MDG 5; improve maternal health; and MDG 6: combat HIV/AIDS and non-communicable diseases. The overall result for achieving sustainable development shows that every Niuean citizen has access to basic essential services such as running water, power, roads, education, medical care, housing, telephone, television and internet services. Despite the current efforts to sustain development growth at the backdrop of MDG achievement, Niue faces massive human resource depletion as a direct result of depopulation and this has put a huge strain in the Government's development efforts. The 2006 census recorded a total population of a mere 1625 with a 10% decline of 163 people leaving for further prospects in New Zealand.

The global impacts of desertification and land degradation prompted the United Nations Organization to adopt the United Nations Convention to Combat Desertification (CCD) in 1994. Niue acceded to the UNCCD on 12 August 1998 and entered into force on 10 November 1998. Under the CCD all parties to the Convention are expected to prepare and implement a National Action Programme(NAP).

In the past two decades Samoa has made sound progress in terms of economic and social development. In the early 1990s, two cyclones caused major devastation to the economy and in 1994 the Taro Leaf Blight destroyed Samoa’s major export earning commodity, taro. However, infrastructure has been restored, and macroeconomic stability has been achieved as a result of the bold reforms measures taken by government in the public sector, financial sector and to the tax and tariff systems. The economy is now benefiting from strong economic growth. Social indicators have improved and a host of activities are presently directed to improving health and education.
