The aim of this guide is to deliver nationally prioritise key messages relevant to climate change science, the effects of climate change on the Pacific and options to mitigate its causes and to adapt to expected changes.

This guide focuses on Target 11 on protected areas of the Strategic Plan for Biodiversity. It is part of a series of guides which is meant to help Parties and other stakeholders take action in support of the Strategic Plan for Biodiversity during the United Nations Decade on Biodiversity. Establishment of comprehensive, ecologically representative, effectively managed and financially secured protected area networks is a critical strategy not only for biodiversity conservation, but for securing ecosystem goods and services, enabling climate change adaptation and mitigation, and helping countries achieve the Millennium Development Goals. Recognizing these critical roles of protected areas, the Parties to the Convention on Biological Diversity (CBD) in February 2004 committed to a comprehensive and specific set of actions known as the Programme of Work on Protected Areas (PoWPA). By emphasizing the equitable sharing of costs and benefits, recognizing various governance types and by giving prominence to ecological representation, management effectiveness and multiple benefits, the PoWPA is the most comprehensive global plan of action for effective implementation of protected areas and is considered as a defining framework or “blueprint” for protected areas for the next decades. CBD Parties hailed PoWPA as the most implemented of CBD programmes and a successful initiative. Successive decisions of the CBD Conference of Parties (COP) from its seventh to tenth meetings established the policy environment fostering the implementation of the PoWPA.

By mapping locations of threatened species and populations that are highly aggregated in time or space, the Key Biodiversity Area (KBA) process allows marine sites of global biodiversity significance to be systematically identified. This process is undertaken using simple criteria and fills a critical need to incorporate species vulnerability and irreplaceability into Marine Protected Area (MPA) planning. KBA networks are expected to overcome many deficiencies in current marine biodiversity conservation strategies. In short, KBAs are sites of global conservation significance that are actually or can potentially be managed for conservation.

Coral reefs around the world are under threat with 19% considered "effectively lost" (heavily degraded to the point of being non-functional), 15% are at a critical stage (will be lost in 10 to 20 years unless actions are taken), 20% are threatened and 46% at low risk (stable or not threatened by human impacts).

This policy outlines New Zealand's approach to environmental issues in international development assistance. It will guide NZAID's work with developing country partners. The policy is also intended to guide New Zealand's involvement in multilateral fora and its involvement with developing country government agencies, civil society and NGOs in helping developing country partners to realise their environmental development goals.

Water is one of the most highly valued natural resources. It exerts an enormous influence on a nation's economy, and almost every aspect of development is closely linked to the proper utilization of water. It is the key element for both environmental conservation and economic development and as such should be managed through an integrated approach to land use, water supply and waste management. With due attention to all the parallel uses of water in nature and society, as well as the evident linkages between upstream land, water use and downstream opportunities, the most evident unit of such integration should be the catchment or river basin.

Urban flooding is a serious and growing development challenge. Against the backdrop of demographic growth, urbanization trends and climate changes, the causes of floods are shifting and their impacts are accelerating. This large and evolving challenge means that far more needs to be done by policy makers to better understand and more effectively manage existing and future risks. This summary accompanies Cities and Flood: A Guide to Integrated Urban Flood Risk Management for the 21st Century which provides forward-looking operational guidance on how to manage the risk of floods in a transforming urban environment and changeable climate. The guide argues for a strategic approach to managing flood risk, in which appropriate measure are identified, assessed, selected and integrated in a process that both involves and informs the full range of stakeholders.
