The Capacity 21 Programme aims at capacity building for sustainable development in the Pacific. This praogramme addresses the issues of environmental concern highlighted in the country reports on National Environmental Management Strategies that were prepared for the 1992 United Nations Conference on Environment and Development held in RIO de Janeiro, Brazil. Thus the overall objective of the Capacity 21 Programme is to strengthen the capacity of the peoples of the South Pacific and their formal and informal institution to achieve sustaiable development of a form suited to Pacific island circumstances. In achieving this overall objective, several activities are being undertaken throughout the Pacific region, including the subject of this paper - sustainable development planning
