Nauru technical report rainwater harvesting: asset condition survey of domestic infrastructure 13th February to 23 rd February 2007

The mission was undertaken as an integral part of the Key Result Area 2 (Water) contribution to the SOPAC EU EDF8/9 Project "Reducing Vulnerability of Pacific ACP States" with the objective of field surveying the current asset condition status of domestic and community rainwater harvesting infrastructure. Although a little over eight field survey days were achieved on-island, daily progress was compromised by various difficulties, particularly the limited availability of diesel fuel on-island which impacted both ease of transportation and availability of electricity and water. Despite these constraints, two field survey teams visited a total of 308 properties within the districts of Buada, Yaren, Meneng, Anibare and ljuw, initiating a comprehensive database which can either be fully completed within the remaining island districts at a future date, or used with some confidence as a statistically representative sample for forward interpolation of "whole-of- island" conditions.

Held exploratory discussions regarding RS/GIS/GPS surveys and training by the Project to provide a database of all properties and associated roof catchments to accurately identify the condition of rainwater harvesting infrastructure assets such as roofing materials, guttering, down-pipes and storage tanks. An asset condition survey of this nature would allow production of engineering specifications and associated bill of quantities to identify the infrastructure refurbishment and replacement opportunities under the EU B-Envelope funding. Subsequent provision and installation of sufficient domestic & community rainwater storage facilities will contribute directly to reducing Nauru's population vulnerability to drought risks.

Potable water for households, schools, commercial buildings, hotels, restaurants and similar uses must be safe, clean, clear and potable. Potable water must come from collection of rainwater, desalination of seawater or extraction of freshwater from the groundwater. Potable water also may be produced by private desalination units operated using seawater or brackish water. Household gutters and storage tanks must be cleaned periodically to ensure they do not harbour rodents, mosquitoes or pathogenic bacteria. Water transport trucks, tanks and pipelines must be kept clean and should be disinfected periodically to ensure they do not contaminate the water.

In mid 2006 a comprehensive review of environment related laws was undertaken for the Department of Commerce, Industry and Resources in the Republic of Nauru. At the same time a review of environment related International Conventions was also undertaken with a view to identifying the legislative reforms that are required for the Government of Nauru to achieve compliance with the obligations that arise under these Conventions. Both of these Reviews have identified a range of legislative areas related to issues of environmental management and protection where legislative reform is warranted. In some cases this would involve the making of new laws, by Act or Regulations, to cover areas which do not have effective laws in force. In other areas this would involve amendments to existing laws.

Small Island Developing States (SIDS) are very vulnerable to global warning and the impending sea level rise. Lack of energy security combined with but not limited to, High per capita use. lack of widespread renewable energy technologies, remoteness, limited funding, and high fuel prices, make pacific SIDS especially vulnerable to energy security/supply issues.1 This paper presents strategies that the Government of Nauru (GoN) can implement to face these challenges. Appropriate legislation and development of social programs focused on the utilization of renewable energy technologies, energy conservation measures, capacity building across all sectors. These strategies will help Nauru transition from being entirely reliant on imported diesel fuel to run generators towards a more sustainable energy system that incorporates the use of renewable energy into the existing grid system and strategic conservation measures. Essentially, this paper continues the goal of the National Sustainable Development Strategy (NSDS) by providing a clear and pragmatic plan to enhance the use of renewable energy technologies and to limit demand side energy use.
