This report is a Summary document for the Technical Advisor Panel to PacWaste; it comprises materials extracted and summarised from the full E-waste Country Assessments report, which provides full detail of the five countries assessed by the project from February to May 2014 – Palau, Marshall Is., Vanuatu, Solomon Is. and Fiji. The Pacific Adaptation to Climate Change (PACC) programme is the largest climate change adaptation initiative in the Pacific region, with projects in 14 countries and territories. PACC has three main areas of activity: practical demonstrations of adaptation measures; driving the mainstreaming of climate risks into national development planning and activities; and sharing knowledge in order to build adaptive capacity. The goal of the programme is to reduce vulnerability and to increase adaptive capacity to the adverse effects of climate change in three key climate-sensitive development sectors: coastal zone management, food security and food production, and water resources management. The programme began in 2009 and is scheduled to end in December 2014.

Port Vila is the capital of Vanuatu. The Port Vila Urban Area (PVUA), defined as the Port Vila Municipality (PVM) and adjoining peri-urban areas, has a population of about 70,000. About 49,300 of these people live in PVM. Per capita gross national income in Vanuatu was approximately 279,402 vatu (Vt) (around $3,073) in 2011.

This report covers the Vanuatu component of a project involving waste oil audits in Fiji and Vanuatu to establish volumes of hydraulic and lubricating oils imported annually into these countries and to confirm the volumes of waste oil produced, stored or otherwise disposed. The work was carried out by Contract Environmental Ltd under a contract to the Secretariat of the Pacific Regional Environment Programme (SPREP), with funding provided by the French Development Agency. Most of the information required for the audit was obtained in a country visit to Vanuatu which took place from 22 to 26 October 2012 and was organised through the Department of Environmental Protection and Conservation (DEPC). There are two major suppliers of lubricating and hydraulic oil in the country and a number of other minor suppliers. Based on Customs’ import data, the total imports of lubricating and hydraulic oil are around 750,000 L per year.
