Controlling the spread of the Crown of Thorns Starfish (Acanthaster planci) for Nuutele and Nuulua Islands, Aleipata Report

An outbreak of the crown of thorn starfish (Acanthaster planci) was observed in a number of villages after the 2009 tsunami. The Division of Environment and Conservation (DEC) of Ministry of Natural Resources and Environment (MNRE) and the Fisheries Division of the Ministry of Agriculture worked with the communities to collect the starfish mainly from the areas along the south and southeast coast of Upolu Island. This activity was undertaken to remove the majority of the COTs to reduce the impacts on the reef. Although the collection activity was carried out for these areas, there have been a number of reports from various communities around Upoly, Savaii and Manono Islands. The large numbers of COTs observed in their marine environment have raised concerns on the health of the corals as well as the safety of the communities swimming and fishing in the reef flats and lagoon areas.

Simulation Exercise-Samoa Invasive Species Emergency Response Plan

This report describes the results of the simulation exercise carried out to test the understandability, relevance, practicality and effectiveness of the Samoa Invasive Species Emergency Response Plan (SISERP) to invasive species emergencies. The exercise was conducted on June 26, 2015 at the MAF Crops Research Centre at Nu'u. A hypothetical invasive species outbreak of the Little Fire Ant (Wasmannia auropunctata) was simulated in the exercise. This exercise allowed the members of the Invasive Species Emergency Response Committee (ISERC) to better understand the proposed SISERP by role playing key roles in the SISERP and to then be able to provide constructive feedback so that the plan can be made most effective, appropriate and relevant to Samoa. Details on the exercise are given in the Exercise Manual at Annex 1 and the Powerpoint Presentation at Annex 2.

The Division of Environment and Conservation of the Ministry of Natural Resources and Environment of the Government of Samoa (DEC-MNRE) is implementing a project as part of the Global Environment Facility - Pacific Alliance for Sustainability (GEF-PAS) Invasive Alien Species project funded by the United Nations Environment Program and executed by SPREP. The project identifies the need to determine realistic management goals and best management practices for myna species in Samoa and use them to write a management plan.

This document builds on lessons learned from 10 years of DEC-MNRE action on the myna issue, training workshops on invasive species management, a 2015 myna population transect survey (conservative estimate of total population in Samoa between 129,407 and 188,583 birds), appropriate literature and experiences in Pacific and other countries. Recommendations are made on strategies and the priority information needed to implement those strategies. Reducing the threat to the people and biodiversity of Malo Sa'oloto Tuto'atasi o Sámoa from an ever-increasing population of myna (also mynah) birds (Maina fanua) - Jungle myna (Acridotheres fuscus) and Maina vao - Common (also Indian) myna (Acridotheres tristis) will require implementation of all three strategies of invasive species management; prevention, eradication, control.

The importance of coastal and marine environments to every aspect of the lives of Pacific Islanders cannot be overstated. Pacific Island Countries (PICs) maintain resource rights and management responsibilities for over 30million square kilometres of ocean, equivalent to the total land area of Canada, China and the USA. The total population of coastal pacific islanders is only 2.6 million. There are 11 square kilometres of ocean for each Pacific Islander. Jurisdictionally, the ocean is 200 times more significant to the average Pacific Islander than it is to the average global citizen.
