This assessment has been prepared by the Secretariat of the Pacific Regional Environment Programme’s (SPREP) EU-funded PacWastePlus programme (PacWaste Plus or ‘Programme’), drawing upon reporting developed by the University of Melbourne (UoM) on behalf of PacWastePlus for that programme’s Waste Legislative Review project. The UoM team reviewed legislation relevant to waste management in 14 Pacific region countries and Timor-Leste. Separate assessments are provided for each of the PacWastePlus participating countries.

Within the context of the Pacific, the private sector is under represented with regards to climate change action through GCF and other facilities. To develop a data base showing businesses the current and future activities in climate change mitigation and or adaptation.

Consisting of 15 small islands scattered over 1.8 million of square kilometers, the Cook Islands has an economy driven largely by tourism and public infrastructure spending its nationals have open access to work and reside in Australia and New Zealand.

The Cook Islands is located in the Polynesia region of the South Pacific. It comprises of 13 inhabited islands and atolls that cover a land area of 237 square kilometer, its exclusive economic zone covers an oceanic area of approximately 1,340,00 square kilometer. The capital of Cook Islands is Avarua, located on the largest island Rarotonga.

The importance of voices outside of the government being heard particularly in the Pa Enua and the potential for impacts of Deep sea mining on tourism.

Waste governace in the Cook Islands is managed under general environmental and public health legislation, although the adoption of specific waste management legislation has been strongly recommended by past reviews. There are ongoing consultations about a solid and hazardous waste bill, discussed further under Pipeline activities.

Participatory three dimensional model (P3DM) is a community engagement tool which integrates spatial data with local "traditional knowledge". This tool is widely used for spatial planning, climate change adaptation, disaster risk reduction and many more.

To accommodate for nesting activity in the future, a human impact assessment of suitable beaches is advised to determine if human habitat alterations have influenced nest-site selection or micro-environments within nest chamber.

This document provides a plan to protect and enhance the cloud forests of Rarotonga so that their indigenous ecosystems, habitats for endemic species, and water supply functions are preserved in perpetuity.
