Papua New Guinea (PNG) achieved its independence from colonial rule in 1975. The development goals of the independent PNG, as directed by the national constitution, are to achieve a high quality of life of all Papua New Guineans through: -Integral human development -Equality and participation of all -Enhancement of national sovereignty and self-reliance -Responsible management and use of natural resources for environmental sustainability, and -Sharing of resources in Papau New Guinean ways for the benefit of clans, tribes and communities rather than for individual benefit.

In September 2001, the National Executive Council (NEC) directed the National Department of Agriculture and Livestock (NDAL) to develop a medium term National Agriculture Development Plan (NADP). Accordingly, NDAL, having consulted all stakeholders and the wider community within the agriculture sector, formulated the plan with technical and financial assistance from the GoPNG and the Food and Agriculture Organization (FAO) of the United Nations under the Technical Cooperation Program (TCP No. 3003A). The vision of NADP is sustainable transformation of the country's agriculture sector into a vibrant and productive economic sector that contributes to economic growth, social wellbeing, national food security and poverty alleviation. The Mission of NADP is to enhance and improve the quality of life for over 87% of the rural population in 89 districts and 19 provinces; through increased productivity, sustainable and quality production coupled with integrated planning and environmental sustainable management.

Being an Act to provide for and give to the National Goals and Directive Principles and in particular to promote the management and sustainable development of fisheries, and for related purposes, MADE by the National Parliament to come into operation in accordance with a notice in the National Gazette by the Head of State, acting with, and in accordance with, the advice of the Minister.

National Parks Act 1982, Being an Act- a) to provide for the preservation of the environment and of the national cultural inheritance by- i) the conservation of sites and areas having particular biological, topographical, geological, historical, scientific or social importance; and ii) the management of those sites and areas, in accordance with the fourth goal of the National Goals and Directive Principles; and b) to give effect to those Goals and Principles under Section 25 (implementation of the National Goals and Directive Principles) of the Constitution, and for related purposes.
