A production by the Yap Institute of Natural Science in association with PMA Studios inspired by a Papua New Guinea children's story "The Other Side of the Mountain"by Paquila Brown. Produced by Dr. Margie Falaruw based on research on the Yapese Agricultural system and traditional use of the marine environment. It was supported by SPREP and other institutions in 1998.

The Regional Seas Programme was initiated by the United Nations Environment Programme (UNEP) in 1974 in response to the selection of the oceans as a priority area by the UNEP Governing Council. It is a global programme implemented through regional components under the guidance of the Oceans and Coastal Areas Programme Activity Centre at UNEP headquarters in Nairobi. Each regional action plan is formulated by the Governments concerned to respond to the needs of the region for a comprehensive approach to controlling both the consequences and the causes of environmental degradation through the management of marine and coastal areas. Action-oriented programme activities are generally supported by regional legal agreements.

There is much interest in the quantitative measurement of the vulnerability of small states, including small island states. The focus of this interest is on the development of a 'vulnerability index' a quantitative measures that permits the identification of countries according to their degree of vulnerability to various exogenous factors that may affect their development.

The action strategy for nature conservation in the Pacific island region 1999-2002 embodies a collective responsibility pledged by the stakeholders of the Pacific region's environment to care for it. It reflects the reality of the environment being part of everyone and is everyone's responsibility
