At the second PACC Multipartite Review Meeting in August 2011 it was agreed that Cost-Benefit Analysis (CBA) would be incorporated into PACC pilot demonstration projects. This report documents the planning of the PACC CBA work program, outputs and impacts to date, and next steps for the coming 12 months. The focus of the report is an evaluation of three CBA training workshops which were run between November 2011 and February 2012.

Climate change and its accompanying impacts is one of the most challenging and complex environmental problems now confronting the global environment and humanity. Scientific evidence and the work of the global scientific authority on climate change, the Intergovernmental Panel on Climate Change (IPCC, 2007), has shown that concentrations of Green House Gases (GHG) in the earth’s atmosphere have increased significantly since the industrial revolution.

The PACC Project aims to enhance the adaptive capacity of human and biophysical systems through measures designed to reduce the vulnerability to the adverse effects of climate change on key priority development sectors of government (coastal, food production and food security, and water sectors). The three main building blocks or outcomes of the project – mainstreaming, demonstration and communications – are implemented at the community and country levels while supporting the systemic and institutional capacity to address adaptation across the Pacific islands region.

This report summarizes the installation of sea-level and climate monitoring equipment and associated activities as one component of the Pacific Adaptation to Climate Change (PACC) demonstration project on Kosrae. This purpose of this component is to provide adequate baseline monitoring on Kosrae to ensure fit-for-purpose climate-related information is available to inform future climate sensitive decision-making and planning.
