J-PRISM supported Pacific Island Countries (PICs)to attend the Fourth Regional 3R Forum in Asia held in Ha Noi, Viet Nam from 1820 March 2013, which is a high level Forum co-organized by the Ministry of Natural Resources and Environment (MONRE)/Government of Vietnam, Ministry of the Environment of the Government of Japan (MoEJ), and the United Nations Centre for Regional Development (UNCRD) to promote 3R, proper waste disposal, and resource efficiency.

The purpose in producing the SOCO is not just to understand the current status of conservation in the region but to establish a process for periodic reviews of the status of biodiversity and implementation of conservation measures in the Pacific islands region. Only by undertaking regular assessments will Pacific island countries and territories be able to measure their progress in conserving and managing the biodiversity that supports Pacific cultures and economies, which is part of Pacific and global natural heritage, and essential for nationally endorsed global commitments including meeting the Convention on Biological Diversity Aichi Targets by 2020.

French Polynesia is a veritable oasis of life, thousands of kilometers from the closest continent. The marine biodiversity is not itself exceptional, but the isolation of the Polynesia archipelagos has contributed to protecting resources and maintaining an abundant marine life. The clarity of the water contributes to the approachability of marine species. Observation of cetaceans by tourist operations began in the 1990s, and has now become a major commercial activity in French Polynesia.
