The Environment sector is one of 14 sectors established by the Government of Samoa to coordinate the implementation of its national development agenda. The sector is responsible for coordinating efforts towards the realisation of Key Outcome 13and 14 on "enhanced environmental sustainability and climate disaster resilience" in the strategy for the development of Samoa (SDS). These efforts are defined in the National Environment Sector Plan (NESP) 2017-2021 under four key thematic areas involving natural resources and environment, built environment, climate change and disaster risk management and environmental governance

Samoa is witnessing significant urbanization which has placed burgeoning pressures on the physical, environmental, social, cultural, legal and institutional systems and financial resources of the Government. Corresponding with this, the capital city of Apia has experienced extreme and extensive impacts from climate change and natural disaster events

The Republic of the Fiji Islands has generally returned to normalcy after a period of political unrest and uncertainty. Instability over a period of nearly two decades, highlighted by the military coups that occurred in 1987 and again in 2000, has brought into focus the urgent need to achieve peace and security, in order to restore private sector confidence, and to accelerate various proposed public sector reforms needed to promote sustainable economic growth and poverty reduction.

Since the first Statement of Economic Strategy the government has continued to view the private sector as the engine for development and growth. This SDS again places great emphasis on the importance of developing the private sector. The ultimate goal for stimulating private sector investment is to create employment opportunities in addition to providing goods and services and generating a solid source of government revenue. Promoting private sector investment therefore is a key prerequisite for achieving the national vision of a better quality of life.
