Various aspects of the proposed Garu Wildlife Management Area have been studied in the past five years by the various filed staffs of the wildlife branch and National Park Board

Conservation is the rational use of the earth's resources to achieve the highest quality of living for the majority of the people. Mans' activities involve directly or indirectly various degrees of conservation measures.

The company experienced low income compared to previous year. Low metal prices, together increased costs for raw materials and high wage levels, contributed to the continued low level of net earnings.

The newly independent nation of Papua New Guinea is richly endowed with natural resources of many kinds. Both of the terrestrial and marine environments comprise ecosystems of great diversity and abundance of species and individuals of plants and animals.

Western Samoa possesses a considerable wealth of natural and cultural resources from which many generations of Samoans have been able to derive benefit. However, appre- ciable areas of natural vegetation are being lost annually to agricultural, housing and communication development, or modified by logging and life styles and cultural values of the Samoan people are changing in response to mounting pressures imposed by a rapidly increasing human population and aspirations for higher living standards. In the foreseeable future, exponential increase in these pressures and consequent speed of change seem inevitable. In recog- nition of these circumstances the Government of Western Samoa sees the creation of a system of National Parks and Reserves as a means of conserving representative samples of Western Samoa's natural and cultural heritage in perpetuity.

Papua Neu Guinea is reach with a tremendous amount of tililolife including plants and animals. The country ia ragged with steep slopes and with abundant growth of natural vegetation. This mokes it extremely difficult to trav/el from one place to another. Because of tre remoteness of the country, of ihe wildlife resources ja unsccilt or untouched* In Papua New Guinea all of the Wildlife habitat area is native owned by individual clans or Lnder a complex form of Village ownership. This applies throughout Dapua New Guinea. Because the UJildlife Areas are native owned, the txaditional use Of wildlife haDitat and natural resources will continue and be encouraged. However care must be taken to manage wisely the wildlife habitat with its resources.

Having in mind the Principles set out in the Declaration adopted by the United Nations Conference on the Human Environment at Stockholm in June 1972: Convinced of the urgency for action inspired by these Principles, especially in relation to the maintenance of the capacity of the earth to produce essential renewable natural resources, the safeguarding of representative samples of natural ecosystems, and the safeguarding of the heritage of wildlife and its habitat; Conscious of the importance of natural resources from a nutritional, scientific, educational, cultural and aesthetic point of view: Conscious also of the dangers threatening these irreplaceable resources; Recognizing the special importance in the South Pacific of indigenous customs and traditional cultural practices and the need to give due consideration to such matters: Desirous of taking action for the conservation, utilization and development of these resources through careful planning and management for the benefit of present ancl future generations.
