Invasive alien species (IAS) are animals, plants or other organisms that are introduced into places outside their natural range, negatively impacting native biodiveristy, ecosystem services or human well-being. IAS are one of the biggest causes of biodiversity loss and species extinctions and are also a global threat to food security and livelihoods. IAS are compounded by climate change. Climate change facilitates the spread and establishement of many alien species and creates new opportunities for them to become invasive. IAS can reduce the resilience of natural habitats, agricultural systems and urban areas to climate change. Conversely, climate change reduces the resilience of habitats to biological invasions. It is essential that IAS be incorporated in to climate change policies. This includes biosecurity measures to prevent the introduction of IAS to new regions as a result of climate change, and rapid response measures to monitor and eradicate alien species that may become invasive due to climate change.

The following tables summarizes some conservation (eg. shark sanctuary, marine protected areas) and utilization (eg. tourism, fishing) factors that could affect shark and ray abundance within Pacific island countries. The value of shark fisheries and tourism was categorized as "high", "moderate", or "low" using primary literature and internet searches.

The Secretariat of the Pacific Regional Environment Programme (SPREP) is the region's premiere inter-governmental organisation for environment and sustainable development. SPREP promotes cooperation in the Pacific Region and provides assistance to protect and improve the environment and to ensure sustainable development for present and future generations.

Many developing countries are unable to fulfil their obligations as signatories of multilateral environmental agreements (MEAs) as they tackle increasingly complex scientific and technical issues. Inadequate human, financial, and technical capacity are some of the constraints that severely impact their ability to implement MEAs. In order to address this pressing issue, the United Nations Environment Programme (UN Environment) and the Food and Agriculture Organization of the United Nations (FAO) have joined forces with the European Commission (EC) and the ACP Secretariat (African, Caribbean, Pacific Group of States Secretariat) and regional organizations, namely, the Secretariat of the Pacific Regional Environment Programme (SPREP), the Caribbean Community Secretariat (CARICOM) and the African Union Commission (AUC) to enhance the capacity of African, Caribbean and Pacific (ACP) countries to improve the implementation of specific MEAs.
