The Stockholm Environment Institute (SEI) and the International Strategy for Disaster Reduction (ISDR) collaborated with implementing partner SPREP to host a five day ‘Writeshop’ (workshop) in Fiji in 2011. The Writeshop was funded by the UNITAR Climate Change Capacity and Development (C3D+) Support programme. The objective/outcomes of the Writeshop were twofold: 1. To build capacity of young Pacific country scholars, practitioners and policymakers to write quality publishable papers in the area of climate change, particularly on climate change adaptation and the linkages to disaster risk reduction. 2. To produce quality publishable papers ready for peer-review and facilitate the publication of peer-reviewed articles in academic journals to inform the policy making process on climate change. This Writeshop evaluation was informed by desktop research, an online survey and interviews with some key stakeholders. The evaluation was guided by a set of evaluation questions. · Were approximately 16 quality publishable papers published in academic journals as a result of the Writeshop? · What factors have contributed to achieving or not achieving intended outputs and outcomes of the C3D+ project? · What progress toward the outcomes has been made by the C3D+ project? Has the C3D+ partnership between UNITAR and SPREP been appropriate and effective? · To what extent have the C3D+ project outputs and assistance contributed to outcomes of the PACC programme?

In the Pacific, land and sea are life; livelihoods and the natural environment are inseparable. Culture, tradition and livelihoods, are underpinned by the incredible biodiversity of the nearly 3,000 islands and atolls of the Pacific. However, high birth rates, unsustainable use of natural resources, increasing dependency on the cash economy, labour migration, and the deterioration of traditional social systems, are changing traditional lifestyles. Globally, the Pacific is considered a unique region in the world, from both marine and terrestrial perspectives. However, the Pacific is also one of the most threatened with more extinctions per capita than anywhere else in the world. Less than 30% of the forest cover remains in a natural state and what is left is being removed at up to 4% per annum on some islands. The threat of extinctions will continue as more coastal areas are degraded by increased land based sources of pollution, the modification of critical habitats, the increasingly unsustainable exploitation of resources, and the impacts of climate change.

In 2010, the Parties to the Convention on Biological Diversity (CBD), adopted the Strategic Plan for Biodiversity 2010-2020 and its 20 Aichi Biodiversity Targets. It has since been endorsed by multiple Multilateral Environmental Agreements as a global framework for biodiversity. In 2015, the members of the United Nations adopted the 2030 Agenda for Sustainable Development and its Sustainable Development Goals. These constitute two of the most important environment and sustainable development commitments ever made by governments in the international fora, and both recognize the important role of protected areas as a key strategy for biodiversity conservation and sustainable development in the targets they contain, for example, Aichi Biodiversity Target 11, SDG goals 14 and 15. The global protected areas estate is therefore an important contribution to achieving these commitments. The Protected Planet Report 2016 assesses how protected areas contribute to achieving the Aichi Biodiversity Targets and relevant targets of the Sustainable Development Goals, and highlights current research and case studies as examples of the role protected areas play in conserving biodiversity and cultural heritage.

Samoa places a strong emphasis on upholding its culture and traditions. It is widely accepted by the Samoan people that traditional knowledge (TK) is an essential component of daily living of Samoans and is deeply rooted in the fa’aSamoa (Samoan way of life). Indeed, the general view from the public and stakeholders during consultations conducted by the Commission on the protection of TK is that TK is an important element of Samoan culture and tradition. In fact, the TK of Samoans (for example, in relation to healing techniques, medicine, agricultural practices, environmental knowledge, and handicrafts) is used and developed through the fa’aSamoa, and continues to be maintained and transmitted from generation to generation.4

Traditional, social and cultural institutions are still very strong in the Federated States of Micronesia (FSM). Micronesian society is based on the extended family, which is responsible for the family welfare, especially in relation to customary family land. Ownership of land and aquatic areas varies between States. In Kosrae and Pohnpei, land is both privately and State owned, while all aquatic areas and some land areas are managed by the State as public trusts. In Chuuk, most land and aquatic areas are privately owned and acquired through inheritance, gift or, recently, by purchase. In Yap, almost all land and aquatic areas are owned or managed by individual estates and usage is subject to traditional control. In all States, land cannot be sold to non-citizens of the FSM. The indigenous population is Micronesian with most of the people residing on the island/town centers of the four Island States.

The Federated States of Micronesia (FSM) is pleased to present this 5th National Report to the Convention on Biological Diversity (CBD). Our country is comprised of four States, Yap, Chuuk, Pohnpei, and Kosrae, and contains 607 islands stretching across almost 3 million square kilometers of the Pacific. There are five primary governing structures within the FSM, the National government and the four State governments. Responsibilities for managing natural resources and the environment are shared between private resource owners, the States, and the National level. As such, this report reflects progress towards National biodiversity objectives as well as objectives set in each of the four States. The report was prepared through a collaborative process. The primary method of data collection to inform the report was a series of five two-day stakeholder workshops held in each of the four States of FSM, and one at the National level. These workshops were augmented with individual meetings. Over a three month period the report team met with over 100 biodiversity conservation stakeholders including representatives from about 70 National and State government resource management agencies, local non-governmental organizations (NGOs), members of communities, traditional leaders, educational institutions, the private sector, and regional and international conservation organizations. Please see Appendix I for information about the dates of the workshops, the agenda, and the list of stakeholders involved.
