The Second Meeting of the Pacific Meteorological Council (PMC-2) was held at the Novotel Hotel Conference Centre, Nadi, Fiji Islands from 1 to 5 July, 2013. Members of the Pacific Meteorological Council (PMC) from the following countries and territories attended the meeting: American Samoa, Australia, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Marshall Islands, New Caledonia, Wallis and Futuna, New Zealand, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu, United States of America and Vanuatu. An apology was received from Papua New Guinea.

The Roadmap prioritises key actions identified for implementing the Global Framework for Climate Services (GFCS) that are most relevant to the island nation states and territories of the Pacific. It expands on the five original GFCS focus areas: agriculture and food security; disaster risk management; sustainable energy; health; and water, by adding fisheries and tourism.

The Pacific Meteorological Desk Partnership (PMDP) is a regional coordinated mechanism to respond to meeting weather, climate, water and ocean services development in the Pacific Islands region.

Under the preview of the Pacific Meteorological Council (PMC) five panels of experts in the field of meteorology and other related fields in the Pacific were established to serve in the capacity as an advisory body to the PMC on meteorological services for aviation; climate services; marine and oceans services; communication and infrastructure services and; education, training and research.

The Pacific Meteorological Council (PMC) is a specialised subsidiary body of the SPREP Meeting, transitioning from the Regional Meeting of Meteorological Services Directors (RMSD) during the 14th Regional Meeting of Meteorological Services Directors (14RMSD) in 2011, to facilitate and coordinate the scientific and technical programme and activities of the Regional Meteorological Services. The PMC provides policy relevant advice to the SPREP Meeting on the needs and priorities of SPREP members countries and territories in relation to meteorology, hydrology, oceans and related fields.

Pacific Island culture and history is intertwined with the ocean and its whale inhabitants; whether through voyage, ancestry, artefact or migration, the movements and stories cannot be separated. This interconnected chronicle continues to the current day, augmented by an economic dependence with the advent of a growing whale-watching tourism industry, and with the additional character of climate change joining the narrative.
