The KIEP 2021-2036 continues our drive away from the old sector-based approaches and towards more integrated, "source-to-sea" and "island-to-island" approach to environmental management; mainstreaming all of the principles of ecological sustainability; ensuring greater equity in the sharing of environmental benefits, resurrecting, resorting and applying the ancient wisdom of traditional ecological knowledge, and seeking to build a more sustainable, circular, green-blue economy.

The Government of Kiribati, represented by Hon. Nabuti Mwenikarawa, Minister of Finance & Economic Planning and Ms Teea Tira, Secretary of Finance & Economic Planning and National Authorising Officer, and the European Commission, represented by Mr Roberto Ridolfi, Head of the Commission Delegation for the Pacific, hereinafter referred to as the Parties, held discussions from March 2006 until August 2007 with a view to determining the general orientations for cooperation for the period 2008-2013.

The Government Policy Statement delivered to Parliament during the second session of the 9 Parliament on 10m December of 2007, remains the guiding principle for the Kiribati Development Plan. The thrust of Government's policy statement is Kiribati main assets, - its people - and how their lives can be improved through further development of the economy and their capabilities. This will ultimately lead to creation of employment opportunities and a skilled workforce that can access not only the national but the international labour market as well.

Agroforestry, the planting and protection of trees and tree like plants as integral components of a polycultural agricultural system, has always been central to the economic, cultural and ecological stability of the Kiribati society. This paper focuses on Kiribati agroforestry, and on the role trees play as: 1) integral components of polycultural agricultural systems; 2) symbols of stability and cultural wellbeing; 3) sources of a diverse range of subsistence and commercial products, the imported substitutes for which would be either too expensive or unavailable to most people; and 4) ecologically important components of agricultural systems which, if lost, would lead to irreversible environmental degradation and resultant cultural deterioration. Two islands of Kiribati, Tarawa and Abemama serve as case studies of Kiribati village- level agroforestry. The findings are based on a ten-day reconnaissance survey of agroforestry on Tarawa and Abemama in 1984, a subsequent visit in early 1989, and a survey of the available literature.

This review of environmental law is part of the South Pacific Regional Environment Programme (SPREP) National Environmental Management Strategy (NEMS) project to strengthen environmental management capabilities in Pacific developing countries. The NEMS project currently encompasses seven Pacific countries, including Kiribati. One component of the NEMS regional programme is to provide an inventory and an assessment of environmental laws and provisions which exist within a country's legal system to enable governments to assess the adequacy of "environmental" legislation and to set the pace for appropriate reforms. This review follows a similar format to those undertaken in other Pacific countries under both the NEMS project and the SPREP Regional Environment Technical Assistance (RETA) Programme.

On low lying coral islands, potable water is commonly sourced from shallow, fresh groundwater lenses. Although rainwater is also collected in tanks in the wet periods, dependence on the lense for all water needs becomes critical in dry periods. Protecting the groundwater from pollution is a major concern. In the management of reticulated supplies private land is sometimes converted to a public reserve to restrict access and use in an attempt to ensure that groundwater is protected from surface contaminants. Usually this is achieved by a lease agreement between landholders and the government utility and this arrangement can be politically, socially and economically contentious. However in the village context where private wells are still used by landholders, control of pollution sources is more practically complex, while still raising many sociocultural considerations.
