State-Wide Assessments and Resource Strategies (SWARS) are a tool for islands to identify their highest priorities for forest resource management and seek implementation of their strategies, with on-island partners and with assistance from the United States Department of Agriculture (USDA) Forest Service (FS). State assessments and resource strategies are integral to the Forest Service’s State and Private Forestry (S&PF) Redesign and required as an amendment to the Cooperative Forestry Assistance Act (CFAA), as enacted in the 2008 Farm Bill. Each State is required to complete a State Assessment and Resource Strategy within two years after enactment of the 2008 Farm Bill (June 18, 2008) to receive funds under CFAA.

The Federated States of Micronesia SoE examines major drivers of change to the environment that emerge from global, regional and national factors. It evaluates the main environmental pressures created by these drivers, and examine theri envieonmental impact. The SoE also gives actionable recommendations as a nation to improve the environmewnt for sustainable growth. The SoE Report is a useful refernce to guide natiomal development efforte and to improve livelihoods. Information in the SoE Report will help improve decision-making on the environment and in the allocation of resources to better protect the environment.

The FSM State of Environment report presents concise information on the state of the environment for the Federated States of Micronesia. The report revealed the current state of knowledge about the environment in FSM along the following thematic areas: atmosphere and climate, water, land, marine, biodiversity, built environment, and culture and heritage. The report informed that there are a lot of environmental challenges in the FSM and the report will be used as a vehicle to the national and state governments and how it can improve its decision and policy making mechanisms.

Intended Nationally Determined Contributions (INDC)

As part of the preparation of the Pacific Region Environmental Strategy (PRES) the Asian Development Bank (ADB) has funded a field study in Yap State, Federated States of Micronesia with regard to traditional approaches to the management of natural resources and their relationship to modern resource management and to the development of tourism. It is intended that this study contribute to the guidelines of PRES for environmental sustainability and be of general use to other Pacific island members of the Bank.

This report reviews the past and present status of natural resources and their uses and indicates what trends are occurring to determine future resource uses and impacts of uses. It suggests possible priorities for incorporation into the FSM Nationwide Environmental Management Strategy Optimal socio-economic development in the Federated States of Micronesia requires a long-term, inter-generational perspective on management of the limited but valuable natural resources and the environment.
