The Fiji Biodiversity Strategy and Action Plan (FBSAP) is a nationally executed Project funded by the United Nations Development Programme. The responsibility for the preparation of the FBSAP was delegated to the Department of the Environment (DOE) of the Ministry of Local Government, Housing and Environment. DOE responded to this appointment by drawing up, in conjunction with UNDP, Terms of Reference for the study and then inviting a broad spectrum of government and NGO agencies to sit on a Steering Committee which had overall responsibility for the preparation of the plan.
