The very high level of representation and the composition of the delegations to this meeting have clearly demonstrated the importance of the environment to the people of the South to the desire, particularly of the island countries, to conclude this Treaty and allow SPREP to concentrate fully on fulfilling its mandate of addressing the environment concerns of the South Pacific

The decision to undertake a review of the current Action Plan (1997-2000) was made at the 9e SpngP Meeting held in Nukualofa on25-27 November 1996. The SPREP Work Programme and Budget Sub-Committee that met in Apia on 16-18November 1999 called for a "forward-looking approach with in-depth member country consultations and input, as a crucial aspect of the review, to ensure strong country ownership of the 2001 - 2004 Action Plan"

This Annual Report notes the major achievements of SPREP in supporting Pacific island countries and territories to address issues relating to: biodiversity and ecosystem management, waste management and pollution and environmental monitoring and governance

The Eighth SPREP Meeting was convened in Apia, Western Samoa, from 11 to 13 October 1995. Representative of the following eligible SPREP countries and territories attended: American Samoa, Australia, Cook Islands, Federated States of Micronesia, Fiji, France, French Polynesia, Guam, Kiribati, Nauru, New Zeeland, Niue, Papua New Guinea, Tonga, Tuvalu, United States of America, Vanuatu, Wallis and Futuna and Western Samoa. Advisers also attended from the South Pacific Commission and the South Pacific Forum Secretariat. A range of Countries, regional, international and non government organisations were also present. A list of participants is at Annex – I.
