The 31st SPREP Meeting was hosted by the Secretariat.

The Noumea Convention was negotiated under the framework of UNEPs Regional Seas Programme and adopted in 1986. The Convention and its two related Protocols (Protocol for the Prevention of Pollution of the South Pacific Region by Dumping; Protocol concerning Co?operation in Combating Pollution Emergencies in the South Pacific Region) entered into force on 22 August 1990.

Representatives of the following SPREP countries and territories attended: American Samoa, Australia, Cook Islands, Federated States of Micronesia, Fiji, France, French Polynesia, Kiribati, Republic of the Marshall Islands, New Caledonia, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and United Sates of America. Observers from a range of regional, international and non? governmental organizations (NGOs) also attended. A list of participants is attached as Annex I.
