This report provides a regional review of the production, use, environmental impacts and environmental transport of the group of chemicals know as persistent toxic substances (PTS). The introduction of these chemicals into the environment and resulting effects is a major issue that gives rise to concerns at local, national, regional and global scales. The report is intended as a scientifically-based assessment of the nature and scale of the threats to the environment and its resources posed by past and present uses of persistent toxic substances both within the region and beyond. It is intended to contribute to a global assessment of PTS that will provide guidance to the international community concerning future priorities for national, regional and global activities in this area. For the purposes of this study, the Pacific Islands Region was defined as that area encompasing all of the independent island states and territories within the Pacific Ocean, with the exception of Papua New Guinea. The review was based on existing information only, and did not involve any original research. The information for the review was assembled by a small Regional Team on the basis of information supplied from a wide range of people throughout the region and beyond (the Regional Network).

The Cook Islands signed the Convention on Biological Diversity at the Earth Summit in 1992. As a Party to the Convention, the Cook Islands Government committed itself and its people to conserve its biodiversity, to use it in a sustainable manner, and to share its benefits in an equitable manner. It also committed itself to control invasive species (the weeds and pest animals in natural ecosystems and agricultural systems), and to reduce the likelihood of future invasions.

Papua New Guinea has an extraordinary range of ecosystems, ranging from mountain glaciers to humid tropical forests, from swampy wetlands to pristine coral reefs. These ecosystems are relatively unspoiled, and some areas, particularly the larger areas of wetland, still have very low human population densities (two to four persons per spuare kilometer). However, the environment in general is coming under pressure. Terrestrial ecosystems, especially forests, are subject to increasing resource extraction and are being depleted through commercial forestry operations, or cleared to make way for mining and agriculture. Freshwater ecosystems in some parts of the country are being degraded through the disposal of mining, agricultural, and urban wastes. This degradation ultimately impacts marine systems, which are also being affected by additional pressures from fisheries and pollution.

In this, the sixth and final volume in this series, Jenny Whyte and her colleagues at the Foundation of the Peoples of the South Pacific International and affiliated organizations provide a review of information relating to lessons learned and best practices for resource and habitat conservation and sustainable management initiatives in the Pacific islands region. The review focuses on community-based (participatory) issues associated with the conservation and sustainable management of resources and habitats in island ecosystems with emphasis on the four focal areas for the International Waters Programme (sustainable coastal fisheries, marine protected areas, community-based waste reduction and preservation of freshwater resources). Issues are considered in context of the entire project cycle from project planning and design; selection of sites; method of community entry; community baseline assessments; participation of communities; the role and participation of governments and, if they are involved, external agencies, NGOs and development assistance agencies; education and awareness activities, completion and exit considerations such as alternative income generation, and monitoring and evaluation. The review considers social, cultural, economic, environmental, administrative, managerial, legal and political dimensions of such projects.

This is the first of the six reviews. It was prepared by Mike Huber and Kerry McGregor who comprehensively reviewed activities and current thinking in relation to marine protected areas (MPAs) and their application to the management and conservation of coastal resources. While the focus of the review is the Pacific islands region, their presentation is supplemented with examples from other ocean regions. The review examines resource conservation and related habitat issues, management approaches, governance, and past and current priorities in respect of marine protected areas at the national level within the 14 countries participating in the Programme and regional initiatives relating to marine protected areas.

The South Pacific Biodiversity Conservation Programme (SPBCP) was a multi-country conservation initiative undertaken from 1992 to 2001, with grant funding from the Global Environment Facility (GEF) and the Australian Agency for International Development (AusAID), managed by the South Pacific Regional Environment Programme (SPREP) and the United Nations Development Programme (UNDP). The SPBCP was designed to "develop strategies for the conservation of biodiversity by means of the sustainable use of biological resources by the people of the South Pacific." It was to work through country Lead Agencies to trial approaches to local community-based conservation.

The extensive Pacific Islands region comprises around 30.000 islands scattered across the vast central Pacific Ocean. The island groups and sea areas are divided into 22 countries, with a total population of around 6 million people. The great majority of people live in relatively small and isolated coastal or rural village communities, and remain closely reliant on their local natural resources for subsistence and economic development. Customary resource tenure systems prevail, in diverse, fluid, and adaptable forms, and provide an essential foundation for management of resource uses and conservation. The region contains extensive bio- logical diversity of global significance, including coral reef, coastal and open ocean ecosystems, unique island communities, and large numbers of endemic species of island plants and animals. The biodiversity of small islands and their surrounding shallow sea areas is highly vulnerable to human impacts from over-exploitation, habitat destruction, and introductions of invasive, alien species.

Like most Pacific Island countries, Tonga is vulnerable to external economic shocks and natural disasters, particularly droughts and cyclones. Tonga ranks third on a global ranking of 111 development countries by the Composite Vulnerability Index. Tongas resident population is approximately 100,000 and is almost entirely Polynesian. The same number of Tongans is believed to reside in overseas countries, mainly in New Zealand, Australia and the United States of America.

The Pacific Island Countries (PICs) are currently heavily dependent on fossil fuels. Renewable energy (RE), mostly hydro, is estimated to contribute less than 10 percent of each PICs commercial energy use and the region is characterized by scattered and fragmented efforts to promote RE technologies that are based on unreliable and unsubstantiated data on RE resource potentials. The Pacific Islands Renewable Energy Project (PIREP) will facilitate the promotion within the PICs of the widespread implementation and ultimately, commercialisation of RE technologies (RETs) through the establishment of a suitable enabling environment. The establishment of an environment conducive to the region-wide adoption and commercialisation of RETs would involve the design, development and implementation of appropriate policies, strategies and interventions addressing the fiscal, financial, regulatory, market, technical and information barriers to RE development and utilization. It will also involve the development of interventions for strengthening of the relevant institutional structures and national capacity for the coordination and the sustainable management (design, implementation, monitoring, maintenance, evaluation and the marketing) of RE initiatives in each PIC. This Project Document has been revised to reflect minor changes suggested by SPREP at a meeting Friday the 6th of September 2002 between SPREP and UNDP to improve clarity concerning internal communications in SPREP between the CTA and the management level and external communications between SPREP and UNDP management levels. Refer to Part IV - Management Arrangements and the Terms of Reference in Appendix B. C.and D.
