Coral reefs are one of the most productive and biologically diverse of all marine ecosystems. They are a valuable resource for tropical coastal communities providing social and cultural benefits as well as substantial commercial benefits through industries such as fisheries, tourism and recreation. The importance of coral reefs is recognised by IUCN in their World Conservation Strategy (1980) in which reefs are identified as one of the essential ecological processes and life support systems necessary for human survival and sustainable development.

This report is the Project Preparation Document (PPD) for the Takitumu Conservation Area. The primary aim of the PPD is to develop a design for a project that conserves the biodiversity of the Takitumu Conservation Area through the development of community based and community managed activities founded upon sustainable resource utilisation practices. A long term goal is to develop participatory planning and management skills at the community level. So that the project continues after SPBCP assistance comes to an end.

The island of Kosrae, located in the Caroline Islands group in the mid-Pacific Ocean, is one of the four states of the Federated States of Micronesia. It is a high volcanic island in a location noted for its lush vegetation and beautiful, productive coral reefs. The people of Kosrae have recognized the unique features of their island and sought ways to protect their resources.
