Twelve years ego the United Nations Conference on the Human Environment (Stockholm, 5-16 June 1972) adopted the Action Plan for the Human Environment, including the General Principles for Assessment and Control of Marine Pollution. In the light of the results of the Stockholm Conference, the United Nations General Assembly decided to establish the United Nations Environment Programme (UNEP) to "serve as a focal point for environmental action and co-ordination within the United Nations system"(General Assembly resolution 2997(XXVII) of 15 December 1972). The organizations of the United Nations system were invited "to adopt the measures that may be required to undertake concerted and co-ordinated programmes with regard to international environmental problems", and the "intergovernmental and non-governmental organizations that have an interest in the field of the environment" were also invited "to lend their full support and collaboration to the United Nations with a view to achieving the largest possible degree of co-operation and co-ordination". Subsequently, the Governing Council of UNEP chose "Oceans" as one of the priority areas in which it would focus efforts to fulfil its catalytic and co-ordinating role.

The year 2007 marks the twentieth anniversary of the release ofOur Common Future,commonly known as the Brundtland Report. The need for building environmentalconsiderations into decision making, a central theme in the Brundtland Report, is no longer abold proposition, but a basic necessity. Without the ability to monitor and assess changingenvironmental trends and their interactions with human development, navigating the sea ofglobal change would be reduced to reactive crisis management—hardly an effective way totackle policy issues with such profound relevance for the planet.

Africa Environment Information Network: framework for Capacity building in integrated environmental assessments and reporting in Africa

The Africa Environment Information Network (AEIN) is a multi-stakeholder capacity building process that aims to harness and enhance access to information and knowledge to support the management of Africas environmental resources as assets for sustainable development. The goal is to strengthen the capacity of African countries to use good quality information on environmental assets to make informed investment choices at subnational and national levels, and manage these assets on a sustainable basis.

The Training of Trainers (TOT) Workshop on Rainwater Harvesting took place in Vava'u, Tonga from 12-15 May 2004. Involving community extension workers from the Village Women's Development Programme (VWDP) of the Tonga Community Development Trust (TCDT), the training was based on a participatory approach that emphasised 'learning-by-doing'. Using a step-by-step process, workshop participants were introduced to various participatory tools and took part in participatory activities and exercises that they could potentially use during future training on rainwater harvesting in communities.

At the 3rd World Water Forum held in 2003 in Kyoto, Pacific island country ministers, delegations and representatives of civil society, reaffirmed their commitment to the United Nations Millennium Development Goals and Targets of halving by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation and the World Summit for Sustain- able Development (WSSD) Plan of Implementation.

The Executive Secretary is circulating herewith, for the information of participants in the seventh meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA), a background paper prepared by FAO on lessons learned from case-studies on animal genetic resources. This information note supplements the progress report by the Executive Secretary on the implementation of the programme of work on agrobiodiversity, including the development of the international pollinators initiative (UNEP/CBD/SBSTTA/7/9).

Guidance towards implementations of national biosafety frameworks: lessons learned from the UNEP demonstration projects

The UNEP-GEF Biosafety Unit recently started an analysis of lessons learned from the 8 UNEP-managed demonstration projects for the implementation of National Biosafety Frameworks. These projects were approved by GEF Council in November 2001, for Bulgaria, Cameroon, China, Cuba, Kenya, Namibia, Poland, and Uganda. The 3-year projects started in September 2002 and were completed in the period 2005-2007.

At its sixth meeting the Conference of the Parties, in decision VI/7 A endorsed the draft guidelines for incorporating biodiversity-related issues into environmental impact assessment legislation and/or processes and in strategic environmental assessment. In the same decision, the Executive Secretary was requested to compile and disseminate, through the clearing-house mechanism and other means of communication, current experiences in environmental impact assessment and strategic environmental assessment procedures that incorporate biodiversity-related issues, as well as experiences of Parties in applying the guidelines.
