The Secretariat of the Pacific Regional Environment Programme (SPREP), in partnership with the International Maritime Organization (IMO), has prepared PACPOL, the Pacific Oceans Pollution Prevention Programme. PACPOL addresses ship-sourced marine pollution in the Pacific island region, through, amongst other things, assisting countries to become members of the IMO and effectively implement the various IMO Conventions which help prevent marine pollution. PACPOL 2015–2020 is the third version of the PACPOL Strategy. The first PACPOL strategy was developed in 2000, and the second in 2009, all with the financial assistance and partnership of IMO.

The marine biodiversity is not itself exceptional, but the isolation of the Polynesia archipelagos has contributed to protecting resources and maintaining an abundant marine life. The clarity of the water contributes to the approachability of marine species. Observation of cetaceans by tourist operations began in the 1990s, and has now become a major commercial activity in French Polynesia.
