The Vision 2050 sets the ultimate broad development goal for PNG to become a smart, wise, fair and happy society for all. The achievement of this goal is to be subjected to seven pillars of progress. The fifth pillar is of Climate Change and Environmental Sustainability. The national Development Strategy Plan (DSP) 2011-2030 operationalises all pillars including the climate change and environmental sustainability pillar. The DSP and the Medium Term Development Plan (2011-2015) strives to make certain that the Nation "Adapts to the impacts of Climate Change and Contribute to the Global Efforts to Mitigate Green House Gases." The Interim Action Plan (IAP) on climate change incorporate these important national development plants and subsequently promotes Climate Compatible Development.

The Office of Climate Change and Development (OCCD) conducted its eleventh provincial consultation in Autonomous Region of Bougainville on the 13 October 2011. It was organized by the Bougainville Government and OCCD. A number of implementing stakeholders and organizations supported and collaborated with the OCCD as facilitators and/or organizers: ABG Disaster Coordinator. Over 79 participants from provincial departments and agencies, academics, media, churches, development partners, LLG representatives, NGOs, youth leaders and local business owners attended.

The REDD+ Guidelines document is a template for all project proponents who wish to develop a Government supported REDD+ project in Papua New Guinea. In order to receive Government support all projects are required to meet the environmental, social and financial safeguards outlined in this document.
