The development of the first Comprehensive Manual on Port Reception Facilities was agreed at the thirty second session of the Maritime Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) in March 1992.

Tuvalu developed this Policy as a response to recent water crises, and to ensure together we stand ready for future challenges.

On Wednesday 28 September 2011 the Government of Tuvalu declared a state of emergency due to drought. This followed the declaration of national crisis situations on two atolls (the capital Funafuti and the southern island of Nukulaelae) after a prolonged period with little or no rain and identification by the Government of Tuvalu of the need for emergency measures to provide sufficient safe water for the populations living on these two islands.

This paper examines the use of sail assistance for shipping propulsion in Pacific Island countries and territories (PICTs). It considers the topic within the framework of sustainable supply chain management, within which the ships concerned must operate and conduct their functions.
