Many societies have rules rooted in legal tradition that require the sustainable and efficient use of natural resources. The obligation of stewardship is a feature of westernised legal systems. In nations following the common law tradition, the doctrine of waste requires owners of land to use it sustainably. Elsewhere, customary law systems demand strict rules governing the allocation and use of resources. There is, therefore, an existing legal culture into which our generation's obligations towards the world's resources can be set.

This island nation contains many marine eco-systems, from globally significant coral reefs to mangroves, seagrass areas, seamounts and deep-sea trenches supporting at least 769 fish species, including sharks and rays, as well as whales, dolphins and sea turtles.

Marine Protected Areas (MPAs) are areas of the ocean set aside for long-term conservation aims.| MPAs support climate change adaptation and mitigation while providing other ecosystem services.| Currently 6.35% of the ocean is protected, but only just over 1.89% is covered by exclusively no-take MPAs.| Most existing MPAs do not have enough human and financial resources to properly implement conservation and management measures.| Increased political commitments can help boost the governance of and resources available to MPAs.

Marine Protected Areas (MPAs) are one of the most effective tools we have established to promote conservation and diversity in the ocean today. From the clear blue reefs of the Caribbean to the icy waters of the Arctic, MPAs have made a proven difference. In a recent study, scientists explicitly identified five key features of successful MPAs: No-take reserve, well Enforced, Old, Large, and Isolated (NEOLI). The more of these features an MPA encompasses, the more successful it is. Of the MPAs with all five NEOLI features, there is a "224% increase in fish biomass; over 800% increase in large fish, grouper, and jack biomass; and a nearly 2000% increase in shark biomass, however less than 5% of the MPAs in this study had all 5 features." These statistics provide a source of encouragement that MPAs work and a sense of urgency to make them even more effective. One of the most fundamental tools that managers can use to incite such change is strategic communication.
