The Office of the Attorney General of Samoa in conjunction with the Clerk of the Legislative Assembly of Samoa initiated a project under the name of the "Legislative Drafting Handbook Project". This project was implemented with assistance from the Public Sector Improvement Facility and utilises funds provided to the PSIF by the Governments of Australia and New Zealand.

Samoa's National Environmental Capacity Strategy (NECS) is drawn on the assessment and analysis of priority thematic and cross-cutting capacity needs. These needs have identified priority actions for capacity development and opportunities to promote synergies across the 3 Conventions which are highlighted as project profiles in the NECS. Strategies to implement these project profiles including means of monitoring and evaluation of outcomes are also highlighted in the NECS.

The Republic of Nauru since becoming independent on 31 January 1968 has relatively been self sufficient with little or no reliance on external assistance. This was made possible through revenue received from the mining of rock phosphate which since the early 1900s was the single key activity driving the economy of Nauru. In fact in the 1970s and 80s, Nauru had the highest per capita income making it the richest country in the Asia Pacific region.

The Training of Trainers (TOT) Workshop on Rainwater Harvesting took place in Vava'u, Tonga from 12-15 May 2004. Involving community extension workers from the Village Women's Development Programme (VWDP) of the Tonga Community Development Trust (TCDT), the training was based on a participatory approach that emphasised 'learning-by-doing'. Using a step-by-step process, workshop participants were introduced to various participatory tools and took part in participatory activities and exercises that they could potentially use during future training on rainwater harvesting in communities.

At the 3rd World Water Forum held in 2003 in Kyoto, Pacific island country ministers, delegations and representatives of civil society, reaffirmed their commitment to the United Nations Millennium Development Goals and Targets of halving by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation and the World Summit for Sustain- able Development (WSSD) Plan of Implementation.

In line with the requirements of the Public Finance Management Act 2001, it is a great pleasure for me to present the Strategy for the Development of Samoa (SDS), 20082012: Ensuring Sustainable Economic and Social Progress. SDS presents Samoas development vision, its medium-term national development goals, and the strategies that will be implemented during the four financial years 2008/092011/12 to achieve these goals. In comparison with previous SDS documents, the planning period has been extended by one year and aligned with the financial year to facilitate the improvement of linkages between SDS, the corporate plans of government agencies and the annual budgetary process.

The Government of Niue (GoN) is restructuring its Public Service which is a timely opportunity to integrate water management functions adopting the IWRM approach and principles in lieu of the current sectoral approach adopted over the last 3-4 decades. This will be an opportunity to integrate NGOs, civil society and all stakeholders in the process of water and wastewater management. The strengthening of the national capacity will enhance efficiency to deliver the required services by the public institutions, but also the awareness of the community on the sustainable use of water as a finite natural resource.
