The TISSAP addresses existing IS in Tokelau, via prioritization and guidance. It addresses the potential invasion pathways of additional IS to Tokelau through foreign and domestic vessels that could provide opportunities for other weeds, rats, mongoose, invertebrates and diseases that could have catastrophic impacts on biodiversity, economic growth, community and heath

Coral Reefs, Seagrass beds, mangroves, sand and mud shore and intertidal flats, Barrier dunes and their associated lagoons, deltaic floodplains and estuaries, rocky shorelines, reef walls and drop-off areas, sea mounts from the complex marine habitats of PNG. Marine organisms associated with this array of habitats are important components of the rich marine biodiversity of Papua New Guinea. Coral diversity is typically very high in Papua New Guinea's reefs and this is globally significant. In Kimbe Bay of West New Britain, a total of 345 species of coral were reported. This number compares favourably to that of other detailed surveys conducted in Australia, Japan, Indonesia, the Philippines and elsewhere in Papua New Guinea and at the time was amongst the highest ever reported from such a small area. Two thirds of the coral reefs surveyed had high levels of live reef cover (greater than 50%), and many individual sites had extensive areas of very high coral cover (greater than 75%) indicating the near pristine state of the coral reefs at those locations.

The Fourth Goal of the Papua New Guinea National Constitution directs the PNG Forestry Authority (PNGFA), National Fisheries Authority (NFA), Department of Mining (DoM), Department Lands and Physical Planning (DLPP) other sectors the mandate to manage and protect the PNG’s natural resources and environment. The Department of Environment and Conservation (DEC) is the key government agency responsible in environment conservation management issues in the country. The formal Protected Areas (PA) in Papua New Guinea cover less than 3% of land area (1,642,826 ha) well short of the CBD target of 10%. Importantly, much still remains to be done, in particularly regarding, development of appropriate national conservation plan, policies, strategies and processes to integrate protected areas into the broader landscape, seascape and sectoral plans.

WHEREAS the Government of Tokelau (hereinafter referred to as "the Government") and the United Nations Development Programme (hereinafter referred to as UNDP) have entered into commitments to govern UNDP's assistance to Tokelau provided under the Special Fund Agreement with New Zealand signed by the Government of New Zealand on its behalf on 29 June 1963. This Country Programme Action Plan (CPAP) together with the Annual Workplans (AWPs) (which shall be deemed annexes to this CPAP. and incorporated herein by reference) concluded hereunder constitute together the project document as referred to in the said agreement.

This report stems from interests by the PNG Departments of Treasury, Finance, and Environment and Conservation, on why the National Biodiversity Strategy and Action Plan (NBSAP) Project (TF NO. 21186) with $US 182,000-00 for a 12 months duration was terminated, and to possibly renegotiate the extension of the current project or a new project with the World Bank (WB)-Global Environment Facility (GEF).
