The Government Policy Statement delivered to Parliament during the second session of the 9 Parliament on 10m December of 2007, remains the guiding principle for the Kiribati Development Plan. The thrust of Government's policy statement is Kiribati main assets, - its people - and how their lives can be improved through further development of the economy and their capabilities. This will ultimately lead to creation of employment opportunities and a skilled workforce that can access not only the national but the international labour market as well.

FSPI CCP program has recognized the need of applied research and capacity building to support community based activities. FSPI has been researching the development of low-tech coral reef restoration techniques as a viable management tool for local communities. FSPI, through its affiliates, PCDF and Solomon Island Development Trust, have conducted coral reef restoration trials in conjunction with the Darwin initiative project. The FSPI approach aims to be community based, low- tech, cost and management effective with a strong focus on active interest from communities and participation in awareness raising processes.

This NAPA document has 7 sections. This first section gives the background of the NAPA project and Kiribati setting. The second section deals with general environmental stress symptoms that have been noted, in particular the conditions and processes of key sectors demonstrating their" vulnerability to climate change. Section 3 sets out a Framework of Adaptation starting with simple trend analysis of climatic parameters followed by scenarios of climate change and sea level rise. This data forms the rationale for adaptation planning, mainstreaming, and linkages of NAPA with other environmental protection projects.

The Initiative for the Protection and Sustainable Management of Coral Reefs in the South Pacific is now known by the acronym "CRISP" (Coral Reef Initiative for the South Pacific). Initially sponsored by France, this project seeks to develop partnerships with the English- speaking countries and institutions in the Pa- cific, as the use of an English title shows.

The Minister responsible for environment acting in accordance with the advice of the Cabinet may, subject to the provisions of this Act, levy Deposits in respect of prescribed materials for waste material recovery. Deposits levied under subsection (1) of this section shall be laid before the Maneaba ni Maungatabu within forty-eight hours of the day on which the next meeting of the Maneaba commences and shall come into operation on publication unless the Maneaba by resolution amends it or rejects it as the case may be.

There is no shortage of provisions relating to waste management issues in the current laws of Kiribati. While it may be useful to consider the opportunities for recognising the role of the community in waste management under the laws of Kiribati, there would appear to be only limited scope for effective legislative action in this regard. The role of Local Government Councils is clear and this is effectively provided for the in the Local Government Act 1984. If the problem is one of planning, capacity or prioritisation, or any combination of these, then amendment to the laws of Kiribati is unlikely to provide an effective outcome.

The International Waters Programme is implementing the Strategic Action Plan for the countries of the South Pacific. Activities in Kiribati under the IWP are focused on waste management issues and the effects that waste disposal has on water supply and coastal waters. Pilot projects, particularly involving the Bikenibeu West Community, are proposed to address the fundamental causes of terrestrial derived wastes at community level. At a national level it is proposed to review the structure, functions and operations of the waste management authorities and agencies on Tarawa. This review will include an assessment of institutional capacities, synergies and inter-linkages with the objective of delivering an efficient and sustainable waste management service. Revenue generation options to promote the financial sustainability of the services on Tarawa shall be a feature of the proposed review.
