This document is the monitoring and evaluation (M&E) Framework for the Malem-Utwe Inland Road and Relocation Initiative (IRRI) of the Kosrae State Government (KSG), Federated States of Micronesia (FSM). The Framework is aligned with the FSM Action Plan for 2023', the climate- responsive Kosrae Strategic Development Plan (KSDP) for 2014–2023, and the Kosrae Shoreline Management Plan (KSMP) updated in 2014.
