The establishment of designated areas in the ocean that restrict human activities is one of the most viable solutions to successful protection of the marine environment. To end destructive practices on the seas and reverse the loss of biodiversity, the World Summit on Sustainable Development in 2002 called for the creation of a global network of marine protected areas. This guide aims to assist international policymakers and other stakeholders in accomplishing this task. It focuses specifically on the legal issues surrounding the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction.

It is our intention to design a strategy that will move Fiji from an over-reliance on dumping wastes and littering to a position where it will be a model for sustainable waste management. Waste cannot be reduced without a system that manages waste from the point of generation through to disposal. Up till now, waste policies provided an end of pipe solution by focusing mainly on disposal rather than prevention. There is a need to develop a new vision for minimizing waste and managing it better.

Climate change is riding high on both domestic and international political agendas as countries face up to the huge environmental challenges the world now faces. Whilst this attention is welcome, less energy is being focused on the inevitable impact climate change will have on global and domestic security issues and the related policy implications.

This Annual Report notes the major achievements of SPREP in supporting Pacific island countries and territories to address issues relating to: biodiversity and ecosystem management, waste management and pollution and environmental monitoring and governance
