To ensure that funds are spent efficiently, effectively, economically and ethically, the Finance and Administration Department ensures that the processes involving identification of needs, selection and solicitation sources, preparation and award of contract including contract administration follows the SPREP procurement principles. This includes procurement activities undertaken by the SPREP programme teams. The Finance and Administration Department is responsible for the oversight of the Procurement function within SPREP. Additionally, ensuring that the Procurement Strategy is aligned to SPREP’s strategic objectives in order to make the organisation more competitive and optimise risk management.

The Second SPREP Partnership Dialogue was hosted in Apia, Samoa under the theme of Resilient Futures: Mobilising Resources for Climate and Environment in a Shifting Donor Landscape. The Dialogue brought together Members and Partners to address the following objectives: 1.) Inform SPREP's strategic planning and programming by promoting integrated programmatic approaches informed by partner insights and investment priorities. 2.) Explore current and emerging challenges in mobilising resources for SPREP's priority areas of work. 3.) Showcase opportunities to enhance partnerships; leveraging science, innovation and technology and mainstreaming people centred approaches in particular gender, youth and traditional knowledge

Federated States of Micronesia's (FSM) nationally determined contributions (NDCs) 3.0 reflects its longstanding record of climate leadership. FMS's NDC 3.0 demonstrates both urgency and ambition. While the country's emissions are negligible on a global scale, it is taking bold actions to transform its energy systems, safeguard its people and ecosystems, and a chart a resilient, sustainable future.

The Regional Climate Watch issued by the Climate and Oceans Support Program in the Pacific (COSPPac) replaces the existing Pacific ACCESS-S Update Bulletin.

La Niña continues in the tropical Pacific. The Indian Ocean Dipole (IOD) is expected to remain neutral until at least the end of autumn 2026. The IOD is typically inactive from December to April. The Bureau's model indicates that SSTs in the tropical Pacific are likely to return to a neutral El Niño–Southern Oscillation (ENSO) state in late summer, consistent with most international models. Neutral conditions are favoured through to at least late autumn

The purpose of this policy is to ensure SPREP consistently integrate and apply the principles of gender equality, human rights and empowerment of women, girls, persons with disabilities, other disadvantaged groups or people in vulnerable situations in its policies, programmes, projects, processes and operations.

This report should provide a clear premise for the issues to be addressed in the draft national Used Oil Management Plan, including the product's scope, geographical scope, and likely services necessary to meet the stated government and stakeholder needs.
