Te Kaniva (Tuvalu Climate Change Policy) prescribes the Government and the people of Tuvalu’s strategic polices for responding to climate change impacts and related disaster risks over the next 10 years (2012–2021). The Policy defines seven thematic goals, strategies and desired outcomes that the Government and the people of Tuvalu have prioritized for implementation to ensure that safety and resilience are achieved. The Policy is directly linked to the National Strategic Action Plan for Climate Change and Disaster Risk Management (NSAP). In both the policy and NSAP, climate change refers to both adaptation and mitigation unless specifically differentiated. The Policy covers climate change impacts and related climate and hydrological hazards whereas the NSAP covers geological and anthropological hazards and related disasters.

The PACC Project aims to enhance the adaptive capacity of human and biophysical systems through measures designed to reduce the vulnerability to the adverse effects of climate change on key priority development sectors of government (coastal, food production and food security, and water sectors). The three main building blocks or outcomes of the project – mainstreaming, demonstration and communications – are implemented at the community and country levels while supporting the systemic and institutional capacity to address adaptation across the Pacific islands region.

Elevated greenhouse gas concentrations in the atmosphere, stratospheric ozone depletion and atmospheric aerosols are having a profound impact on global, regional and local climate systems (IPCC 2007c). Pacific Island countries and territories already experience a high level of risk from the effects of extreme weather and climate variability, and these risks could alter and increase as a result of climate change. Climate models suggest that the Pacific region will continue to warm, which could result in changes in the frequency and/or intensity of extreme weather and climate variability phenomena, and in accelerated sea-level rise. These events will also affect the already stressed marine, freshwater and terrestrial environments.
