The 2015 Human Development Report is the latest in the series of global Human Development Reports published by the United Nations Development Programme (UNDP) since 1990 as independent, analytically and empirically grounded discussions of major development issues, trends and policies.

In Solomon Islands, the Pacific Adaptation to Climate Change (PACC) project focused on food security, with a goal ‘to contribute to reduced vulnerability and increased adaptive capacity to adverse effects of climate change in Solomon Islands’. The pilot sites for the demonstration projects were the low lying atolls of Ontong Java and, in a second phase, Sikaiana. These atolls are extremely isolated and are highly vulnerable in many respects. Climaterelated threats mainly come from sea level rise and extreme weather events, and impacts on food security include contamination of the freshwater lens affecting crop production. Associated soil salinisation, as well as loss of land through erosion, also have serious implications for subsistence food production in locations that are already stressed.

The Pacific Adaptation to Climate Change (PACC) programme is the largest climate change adaptation initiative in the Pacific region, with activities in 14 countries and territories. PACC has three main areas of activity: practical demonstrations of adaptation measures; driving the mainstreaming of climate risks into national development planning and activities; and sharing knowledge in order to build adaptive capacity. The programme focuses on three key climate-sensitive development sectors: coastal zone management, food security and food production, and water resources management. The PACC programme began in 2009 and is scheduled to end in December 2014. As the first major climate change adaptation programme in the Pacific, PACC has led the way in developing and designing adaptation projects, using a ‘learning by doing’ approach. Many lessons have been learned and better practices developed as the programme has progressed. One of these is the importance of integrating gender into climate change adaptation activities. Gender was mostly overlooked during the initial stages of the programme, but significant efforts have since been made to address this shortcoming and integrate gender across programme activities. This report summarises two key documents produced by PACC as part of the drive to address gender. The first, a Gender Assessment of the programme, was carried out in 2012 to assess the level and degree that the programme addressed gender. The Gender Action Plan, which covers 2013–2014, was developed soon afterwards to address the recommendations arising from the Assessment. Activities in the Plan are currently underway, and will be reported in further PACC publications.

Climate change is already affecting development in the Pacific. Rising sea level and changing rainfall patterns are challenging infrastructure, water supply, agriculture, fisheries and natural ecosystems. Extreme weather events such as floods, droughts and cyclones are having significant impacts from the household level up to the level of national economies. They are causing great hardship for individuals and communities on many islands, threatening livelihoods, traditional cultures and natural resources. These impacts could worsen in the coming decades as climate change accelerates.

Reducing the risk of climate change requires large and rapid reductions in greenhouse gas emissions, most of which are caused by the burning of fossil energy sources (1). The debate around emission reductions has been dominated by concern for economic growth, and its reliance on cheap and plentiful energy. Instead, I believe energy’s role in achieving human development should be our core priority.

The concept of ‘climate finance’ has gained considerable currency following commitments from developed countries to provide new and additional funding for action on climate change. There have been a series of studies estimating the size of the financing need and assessments of how the international financing architecture can meet those needs. Sources of ‘climate finance’ comprise not only finance that governments spend, but also private finance for private actions on climate change. These studies have served a useful purpose of putting the mobilization and effective use of increased international resources for action on climate change firmly on the agenda.

The Pacific Islands Greenhouse Gas Abatement through Renewable Energy Project (PIGGAREP) is a Global Environment Facility (GEF) US$5.25 million project in eleven Pacific Island Countries (PICs). Implementation of the project started on 1 January 2008. PIGGAREP’s planned five year duration has been extended to six and a half years, with a scheduled end date now of December 2013.

In 1989, the Asian Development Bank provided technical assistance to the then Department of Agriculture and the Survey Department through a NZ Consulting Firm - ANZDEC under an ADB Land Resource Planning Survey Project. The Project provided training on mapping and GIS capability for the survey staff who were involved in the mapping work. Electronic GIS data and equipment were handed over to the Department of Agriculture at the end of the project which were later on damaged by Cyclone Ofa in 1990. A decade later, the Integrated Climate Change Risks in Agriculture and Health Sectors (ICCRAHSS) Project funded by the GEF through UNDP contracted the services of a consultant to provide: -improved GIS maps for soil, crops and rainfall distribution under different climatic projections; -review existing GIS systems and possible areas for collaboration; -consider a program to support capacity building on the use of the system and; -some applications that addresses options for climate change adaptation for the agriculture sector. Based on this report, a GIS system for the Ministry of Agriculture was procured to address the need for such a system to be in place with the expectation that the system will be properly utilized and maintained by relevant people.
