Abstract: This paper will outline definitions, the sources and nature of contaminants with regard to contaminated land. Existing controls of landfil sites, of development on or around landfill sites, and of contaminated land from a waste regulatory viewpoint are described. Future controls cover the allocation of responsibilities under the Environmental Protection Act 1990, particularly Sections 61, 81 and 143, and are discussed in the context of current central Government thinking in relation to the transfer of waste regulatory functions to the proposed independent Environment Agency
