Abstract
The Final Inception Report serves as the foundational deliverable for the review and update of the Pacific Islands Meteorological Strategy (PIMS), outlining a detailed methodology, work plan, and reporting schedule for the consultancy. It establishes a multi-phased approach that includes a comprehensive desk review, broad stakeholder mapping, and a strategic selection of countries for in-person consultation visits based on their operational capacity and climate vulnerability profiles. The report emphasizes the critical necessity of aligning the successor strategy (PIMS 2026–2035) with emerging regional and global initiatives, most notably Weather Ready Pacific (WRP) and the United Nations Early Warnings for All (EW4All) agenda. Ultimately, this document sets the stage for producing a results-oriented framework that repositions PIMS as the central regional platform for delivering impactful, user-centric meteorological, hydrological, and climate services
