Abstract
The Commonwealth Fund for Technical Cooperation (CFTC) was set up in 1971 as the main development arm of the Commonwealth Secretariat. It pioneered technical cooperation among developing countries and operates on the principle of mutual assistance. Among it's activities the CFTC focuses on the 32 Commonwealth Countries which are classified as small states, transferring skills to them and providing them with expertise mainly from other developing countries. Outlined here are its keywork programmes such as Capacity building with a case study of Samoa, and a reform of the public sector with a case study of India.
