Recognizing the value of large marine ecosystems (LMEs) and other transboundary water systems (open ocean, groundwater aquifers, lakes and reservoirs, and river basins), their continued degradation, the fragmented approach to their management, and the need for better prioritization of interventions, the Global Environment Facility (GEF) embarked on the Transboundary Waters Assessment Programme (TWAP) from 2009 to 2015. TWAP objectives were to undertake global assessments of the five transboundary water systems to assist GEF and other international organizations set priorities for interventions; and develop formal institutional partnerships for periodic assessments of these systems.

The rapid degradation of biological diversity was a significant catalyst behind the mobilization of governments and international organizations to institutionalize the governance of nature. As a result, international governance structures started evolving in early 20th century culminating with the establishment of the comprehensive UN Convention on Biological Diversity (CBD) in 1993. The CBD has elaborate mechanisms and frameworks for nature governance on a global level. In addition, the parallel Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services has gained growing momentum. It is pertinent to understand the complexities and future of these international regimes meant to govern the protection and sustainable use of biodiversity globally

Based on our analysis, our overall conclusion is that there remains a long way to go in reaching national and international targets to protect at least 10% of the ocean estate in North American countries. Overall, less than 1% of continental* North Americas ocean estate is protected and only 0.04% is in fully protected areas that scientists say offer the best hope to protect ocean ecosystems for the long term.

Marine litter (or debris)* is waste created by humans that has been discharged into the coastal or marine environment. It is defined as any anthropogenic, manufactured, or processed solid material (regardless of size) discarded, disposed of, or abandoned in the environment, including all materials discarded into the sea, on the shore, or brought indirectly to the sea by rivers, sewage, storm water, waves, or winds (UNEP and NOAA, 2012).

This guidance note provides review and recommendations for how the protective services of mangroves and coral reefs can be measured and valued in a manner consistent with national economic accounts and included in other decision-making processes to support planning for development, disaster risk, and coastal zone management. It synthesizes evidence of the role mangroves (Chapter 2) and coral reefs (Chapter 3) play in coastal protection and risk reduction. It also reviews the tools and approaches commonly used by ecologists, economists and engineers for estimating the coastal protection services of coastal habitats (Chapter 4). Moreover, it examines how the valuations of these coastal protection services can be considered in the System of Environmental Economic Accounts (SEEA), the satellite accounts to the System of National Accounts (SNA) (Chapter 5). In addition, the note examines where the coastal protection role of reefs and mangroves has been used in management decisions from local to national scales (Chapter 6). Finally, it provides recommendations for advancing the assessment and the use of coastal protection values from coral reefs and mangroves in national and regional decisions (Chapter 7).
