This report assesses the gaps and opportunities for monitoring and evaluating the Framework for Resilient Development in the Pacific (FRDP). The FRDP is a regional voluntary action plan that Pacific island country (PIC) leaders endorsed in 2016 to integrate climate and disaster risk governance for sustainable development. This report begins with an overview of the study's purpose and background. A review of policy briefs and policies from the region and elsewhere framed the identification of gaps and opportunities for monitoring and evaluating the FRDP.

The El Niño Southern Oscillation (ENSO) is currently at La Niña ALERT. Most in-ternational climate models surveyed by the Bureau indicate weak La Niña condi-tions are likely for the coming months. The Madden-Julian Oscillation (MJO) is currently weak or indiscernible. Most models indicate the MJO is likely to remain weak over the coming week to fort-night.

For October to December 2021, the dynamical models agree on above normal rainfall for Palau, FSM, central Marshall Islands, most of PNG and Solomon Is-lands, New Caledonia, Vanuatu, Fiji, Tonga, Niue, southern Cook Islands and southern French Polynesia. The models also agree on below normal rainfall for northern PNG and Solomon Islands, Nauru, Kiribati, Tuvalu, Tokelau, northern and central Cook Islands, and the northern half of French Polynesia.
