PNG reported total net Green House Gas (GHG) emissions in 2015 of 15,193 Gg CO2 eq compared to -14,179 Gg CO2 eq in 2000, a net increase of close to 30,000 Gg CO2 eq1. These increases were driven by a combination of increases in emissions from the energy sector linked to a growing economy and development of PNG’s natural gas reserves as well as increases in emissions and a reduction in accounted for removals2 from the LULUCF sector.

Systematic conservation planning identifies priority areas to cost-effectively meet conservation targets. Yet, these tools rarely guide wholesale declaration of reserve systems in a single time step due to financial and implementation constraints. Rather, incremental scheduling of actions to progressively build reserve networks is required. The Papua New Guinea government has identified the need for policies and strategies to rectify this situation and to implement its commitments under relevant MEAs effectively. An audit conducted by the Office of the Auditor-General of Papua New Guinea in 2010 included a specific recommendation that the Department of Environment and Conservation consider formulating consolidated solid waste management legislation that deals with the management of solid waste in Papua New Guinea. No such legislation has yet been enacted.

Development of the country’s energy resources therefore will be coordinated in a manner that guarantees PNG attains sustainable income from energy exports while at the same time, the Government wants to see the unit cost of energy reduced in order to make PNG an internationally competitive country to invest in.The provision of reliable, accessible and affordable energy contributes to economic and social development, and development in turn depends on more use of energy for the nation’s sustenance but in a manner that is technically sound and the sector is efficiently regulated. Hence, this policy is all about finding a balance between making PNG an attractive investment destination for exporting energy to the energy hungry world and at the same time promoting PNG’s economic development based on low energy cost.
