COP28 PRISMSS Side Event (Summary) - Restoring Island Restoring Island Resilience

The Pacific Island nations of Niue and Tonga are leading global efforts to expand the management of invasive species at a large-landscape scale and increase the resilience of their ecosystems and communities to the impacts of climate change. Niue’s Environment Minister, Hon. Mona Ainuu, recently made an ambitious pledge for the country to control four priority invasive species by 2030, including Taro Vine, rats, feral pigs, and the coral eating Drupella snail. This work will help to enhance Niue’s premium ecotourism brand and directly support the provision of green jobs. Tonga has also pledged to expand the management of priority invasive species at a large-landscape scale following the successful eradication of rats from Late Island, the largest eradication ever undertaken in the Pacific Islands region. Studies have shown that, once rats are removed, the nutrients from returning seabird populations restore the climate resilience of coral reefs and increase the productivity of fish stocks by up to 50%. Tonga’s plans to scale-up the management of priority invasive species will help expand its national park system, provide refugia for 95% of the country’s biodiversity, and directly increase the climate resilience of its ecosystems and communities.

The Global Environment Facility Pacific Regional Invasive Species Project has been successful in the removal of rats from Eroj Island and Nadikdik Atoll of RMI and have continued work on 19 other atolls in 2023. The removal of these invasive rats, through PRISMSS and Island Conservation (BirdLife), have helped the biodiversity of islands recover and many birds and crabs have began returning to those islands.

Field support and training was provided to Government of Kiribati staff at Kiritimati (Christmas Island) during 1-15 November 2023 as part of a Biopama project facilitated by BirdLife/SPREP. This project focused on rat eradication for biodiversity recovery, and associated outcome monitoring and capacity building. Specific objectives (and outcomes) included eradicating Kimoa (Rattus exulans) which had reinvaded Big Nimroona and SW Nimroona motu in 2017 (both motu were baited 6 days apart); confirming the status of invasives and birds on other key motu (checks of other significant motu indicated that Kimoa remain absent and rat-sensitive birds are thriving as a result); monitoring of endangered seabirds revealed that the Kiritimati population of Te Ruru continues to increase, while a large number of smaller motu provide secure nesting for Te Bwebwe ni Marawa; determining island and motu biosecurity needs (detailed biosecurity needs lists were completed and motu surveillance protocols adapted); and some additional training was completed for all.

Feasibility assessment of the eradication of ship rats (R.rattus) and kiore (R.exulans) from Palmerston Atoll, Cook Islands

This report assesses the feasibility of eradicating rats from Palmerston Atoll – a small inhabited Atoll located in the Southern Cook Island group. The project was originally requested by the community so has social acceptance and political support. The project is being funded by the New Zealand Ministry of Foreign Affairs and Trade through the Managing Invasive Species for Climate Change Adaptation in the Pacific project. The Department of Conservation are leading the operational planning and delivery of the project, in collaboration with multiple Cook Island partner agencies and the Palmerston Island community. The feasibility study reviews why the eradication is being done; whether it is achievable; sustainable and acceptable; and identifies what the key issues and dependencies are; and proposes the next steps if the project is to proceed.

This document covers the operational planning for the eradication of ship rats and kiore from Palmerston Atoll. Kiore are present on two motu (islands) on Palmerston Atoll – Home Island, and Cooks motu; while ship rats are present on Home Island only; thus, the scope of the eradication includes only these two islands for the hand broadcast application of toxic baits. Ensuring rats do not establish on other motus in the Atoll is also critical to the project’s success.
