Using expert elicitation to estimate the impacts of plastic pollution on marine wildlife

Marine litter is a growing environmental concern. With the rapid increase in global plastics production and the resulting large volume of litter that enters the marine environment, determining the consequences of this debris on marine fauna and ocean health has now become a critical environmental priority, particularly for threatened and endangered species. However, there are limited data about the impacts of debris on marine species from which to draw conclusions about the population consequences of anthropogenic debris. To address this knowledge gap, information was elicited from experts on the ecological threat (both severity and specificity) of entanglement, ingestion and chemical contamination for three major marine taxa: seabirds, sea turtles and marine mammals. The threat assessment focused on the most common types of litter that are found along the world's coastlines, based on data gathered during three decades of international coastal clean-up efforts. Fishing related gear, balloons and plastic bags were estimated to pose the greatest entanglement risk to marine fauna. In contrast, experts identified a broader suite of items of concern for ingestion, with plastic bags and plastic utensils ranked as the greatest threats. Entanglement and ingestion affected a similar range of taxa, although entanglement was rated as slightly worse because it is more likely to be lethal. Contamination was scored the lowest in terms of impact, affecting a smaller portion of the taxa and being rated as having solely non-lethal impacts. This work points towards a number of opportunities both for policy-based and consumer-driven changes in plastics use that could have demonstrable affects for a range of ecologically important taxa that serve as indicators of marine ecosystem health.
Systematic conservation planning within a Fijian customary governance context

Although conservation planning research has influenced conservation actions globally in the last two decades, successful implementation of systematic conservation plans in regions where customary marine tenure exists has been minimal. In such regions, local community knowledge and understanding of socioeconomic realities may offer the best spatially explicit information for analysis, since required socioeconomic data are not available at scales relevant to conservation planning. Here we describe the process undertaken by the Kadavu Yaubula Management Support Team, a team of researchers from The University of the South Pacific and the local communities to assess whether systematic conservation planning tools can be effectively applied and useful in a customary governance context, using a case study from Fiji. Through a participatory approach and with the aim of meeting local-scale conservation and fisheries needs, a spatial conservation planning tool, Marxan with Zones, was used to reconfigure a collection of locally designed marine protected areas in the province of Kadavu in order to achieve broader objectives. At the local scale, the real value of such tools has been in the process of identifying and conceptualising management issues, working with communities to collate data through participatory techniques, and in engaging communities in management decision making. The output and use of the tool has been of secondary value. The outcome was invaluable for developing marine protected area network design approaches that combine traditional knowledge with ecological features in a manner appropriate to a Melanesian context.

Fiji has demonstrated a strong commitment to cetacean conservation via national, regional and international plans and agreements. To provide baseline information in support of these efforts, this paper provides an updated listing of cetacean species found in Fijian waters and identifies locations where cetaceans have been noted on a consistent basis. Information for this review was sourced from peer-reviewed publications, field reports, historical whaling records, national consultations, anecdotal and opportunistic sources, as well as a national database held by the Fiji Government’s Department of Fisheries. Reliable and recent records were confirmed for 10 cetacean species in Fijian waters. In addition, less reliable records and regional species’ information provides support for the occurrence of at least 14 additional species or groups of similar-looking species that could not be identified more specifically. Thirteen hotspot areas within the Fiji Economic Exclusive Zone were preliminarily identified as being particularly important for cetaceans, including numerous sites within the Vatu-i-Ra and Lomaiviti passages and surrounding waters. Issues with the available data include uneven coverage, inherent biases within available sources, and difficulties with species identification and verification in some cases. Nevertheless, it is hoped that this review will provide a reference point from which to move forward with cetacean management and conservation efforts in Fiji.

The freshwater ichthyofauna of the Fiji islands remained poorly documented before the establishment of the Pacific-Asia Biodiversity Transect (PABITRA) network. The PABITRA approach assesses biodiversity along ocean-to-mountain transects and promotes sustainable land use on islands across the Pacific. Multiple surveys of freshwater fish species along the Viti Levu PABITRA transect have contributed six new occurrence records and one new species to the known freshwater fishes of Fiji since 2002. In total, 21 indigenous species of fish (9% endemic) from 10 families and no introduced fishes were found in the three PABITRA sites. Diversity was highest (16 species) at Savura forest reserve and decreased further inland into Sovi and Wabu. The assemblage found is dominated by highly migratory species (95%) that traverse the different aquatic habitats (marine, estuarine, lowland and upland streams) covered by the PABITRA transect. This high degree of connectivity highlights several growing issues affecting aquatic fauna on the high island of Viti Levu. The reduction in forest cover along the gateway transects, especially in the terminal reaches, and infrastructure development such as dams and weirs have deleterious effects on the migration routes of the Fijian ichthyofauna. Several species collected are important food sources and have cultural totemic importance to local inhabitants along the vertical transect. This paper documents the ichthyofauna of the Fiji gateway transect, ecological characteristics of this assemblage, IUCN Redlist conservation assessment status and highlights factors affecting the fragility and resilience of these communities, particularly focusing on the importance of life-history patterns and watershed conditions.
Targeted Research to improve invasive species management: yellow crazy ant in Samoa

Lack of biological knowledge of invasive species is recognised as a major factor contributing to eradication failure. Management needs to be informed by a site-specific understanding of the invasion system. Here, we describe targeted research designed to inform the potential eradication of the invasive yellow crazy ant Anoplolepis gracilipes on Nu'utele island, Samoa. First, we assessed the ant's impacts on invertebrate biodiversity by comparing invertebrate communities between infested and uninfested sites. Second, we investigated whether an association existed between A. gracilipes and carbohydrate sources. Within the infested area there were few other ants large than A. gracilipes, as well as fewer spiders and crabs, indicating that A. gracilipes is indeed a significant conservation concern. The timing of male reproduction appears to be consistent with places elsewhere in the world, but queen reproduction was outside of the known reproductive period for this species in the region, indicating that the timing of treatment regimes used elsewhere are not appropriate for Samoa. Worker abundance and nest density were among the highest recorded in the world, being greater in May than in October. These abundance and nest density data from baselines for quantifying treatment efficacy and set sampling densities for post-treatment assessments. The number of plants and insects capable of providing a carbohydrate supply to ants were greatest where A. gracilipes was present, but it is not clear if this association is causal. Regardless, indirectly controlling ant abundance by controlling carbohydrate supply appears to be promising avenue for research. The type of targeted, site-specific research such as that described here should be an integral part of any eradication program for invasive species to design knowledge-based treatment protocols and determine assessment benchmarks to achieve eradication.
