United Nations Convention to Combat Desertification (land degradation) (UNCCD) : Cook Islands national report

In summarizing the content of this report, a small proportion of the lands of the Cook Islands, less than 30%. is affected by activities carried out in the Cook Islands. This area of land is mainly on the main island of Rarotonga. Much of the natural environment described, which is very special to the continued existence and sustainable development of the scattered islands of the Cook Islands, is at the mercy of global events. To contribute to the efforts of countries to combat land degradation, and to address the global issues, this repent provided a list of future initiatives that the Government intends to carry through in order to address the various land degradation challenges identified in this report and summarized in the table below.

The Federated States of Micronesia : preliminary national report to the Secretariat of the Convention to Combat Desertification (UNCCD)

This is a preliminary report by the Federated States of Micronesia (FSM) to the Committee on the Review of the Implementation of the Convention (CRIC) for the Convention to Combat Desertification (CCD). This preliminary report is based on the FSM State of the Environment Report, the FSM Nationwide Environmental Management Strategies (NEMS) (SPREP 1993), the Proceedings of the Second FSM Economic Summit (1999), the proceedings of the Coastal Fisheries Consortium (FSM 2000), the National Planning Framework (2002) and primarily 011 the National Report to the Biodiversity Convention. The FSM is currently in the process of formulating its First National Report as required under article 26.1 of the Convention with financial assistance from the Secretariat of the Convention. This National Report will be submitted at a later date and information will be based upon State-wide consultations as part of the process of preparing the Report. It will also include a review of agencies and programs whose work relates to the FSM UNCCD Report. This preliminary report, however, provides basic information on the nations land resources, threats and constraints to the conservation and sustainable use of land resources. The legislation and institutional framework relating to land degradation is also presented.

These include endorsing the goals of the Decade for Education for All; the Programme of Action of the International Conference on Population and Development; the Beijing Platform of Action; the World Summit Goals for Children, the Convention on Rights of the Child, the Convention on Elimination of All Forms of Discrimination Against Women and the Pacific Platform of Action on Women. In 2000, Tuvalu endorsed the Millennium Declaration including the Millennium Development Goals (MDGs), most to be reached by 2015. It seems likely (table at right) that Tuvalu will meet most key MDGs.

This Chapter recognises that there are a number of issues that impact oil all Pacific island countries and while they impact oil all the countries in the region the steps taken to address them by individual countries will differ. The vastness of the Pacific has an impact oil the way small island countries are managed and the way in which they relate with each other as well as with the rest of the world. Communications, both transport and telecommunications are critical for reducing isolation between and within countries consisting of widely scattered islands. The vastness also increases the challenges of promoting trade and tourism.

The Common Country Assessment (CCA) is a country-based process for reviewing and assessing the national development situation and identifying key issues as a basis for policy dialogue and forms the foundation for the ensuing United Nations Development Assistance Framework (UNDAF). The CCA has been prepared in close collaboration with the Government of Samoa and other key partners from the donor community, civil society, and the private sector. All UN organizations present in Samoa, which together comprise the United Nations Country Team (UNCT). participated in the CCA process. The UN Agencies located in Fiji but whose programmes cover Samoa, also contributed to the process. The specific objective of the CCA process is to enable all partners to achieve a shared and deeper knowledge of the key development challenges facing Samoa, based on a shared in-depth understanding of the country's development situation. One of the central aims of the CCA is to ensure that the UNCT and its planned programmes are broadly consistent with the strategic outcomes sought by the Government in its national development plans. The CCA process therefore ensured the full participation of government and selected community representatives in the consultative process, the assessment of the current situation including initiatives already undertaken and identification of key issues and challenges. It also took into account other available economic and social assessment and reviews of the Samoa economy.

The preparation of the United Nations Development Assistance Framework (UNDAF) for the Solomon Islands for the period 2003-2007, as well as the Common Country Assessment (CCA) report on which it is based, has been a practical step in meeting the UN Secretary General's vision of a unified system at the country level. Through the CCA/UNDAF process, the UN Country Team (UNCT) has come together with the Government, NGOs, donors and other stakeholders in the development of the Solomon Islands to jointly assess the major challenges facing the country and together with the identification of the comparative advantages of UN agencies identified key aspects of future UN support.

It is ten years since the United Nations Conference on Environment & Development (UNCED) or first Earth Summit, held in Rio de Janeiro in 1992. The 2002 Summit is being organised to undertake a comprehensive review and assessment of progress in the implementation of UNCED commitments. Regional and national assessments are being undertaken to facilitate that. During the past 10,000 years (until the mid 1850s) the average global surface temperature has been relatively constant at 14°C. If greenhouse gases were not present in the atmosphere the average global surface tempera- ture would be as low as -19°C. As a result of human activity over the last 150 years there has been a major increase in the release of greenhouse gases into our at- mosphere. Earth's average temperature is rising - by 2100 it may be somewhere between 16 and 20°C - leading to major changes in wind and rainfall patterns.
