As a Party, Papua New Guinea is obliged to enact national regulations to bring the conventions into the national regulatory framework. It is these national laws and regulations that then provide the implementing mechanisms to manage asbestos and ensure compliance with the conventions.

This report provides a snapshot of waste audit generation and composition across the business and household waste streams for six locations within PNG. Household waste collections are the responsibility of local governments. In some circumstances the local government engages private sector contractors to provide these services, which in general are limited to the urban areas only. Recycling in the PNG in conducted by the private sector and is limited to scrap-steel e-wastes, oil, vehicle batteries and PET plastic (although the latter may have slowed due to market limitations). The disposal sites owned by the local government may be operated in accordance with local by-laws but may not hold an environmental permit issued by the national regulator, CEPA.

Hazardous waste management remains a challenge in Papua New Guinea (PNG) where exposure to toxic substance and chemicals have adverse impacts on public health and the environment. Increased exposure to hazardous waste in known to cause disease and create serious health problems. For many communities in PNG water resources can be contaminated by pollutants through poorly managed waste handling and disposal.

Responsibilities for waste and environmental management exist within a range of legislation and regulations, but no single point of control exists to regulate planning and operation
