PacWastePlus (PWP) steering committee: meeting report 9 March 2021, zoom teleconference

The European Union funded PacWastePlus programme is working with 14 countries in the Pacific region, plus Timor-Leste, to address the cost effective and sustainable management of waste and pollution, as well as reducing the negative impacts of improper waste management on human health and wellbeing. The programme is a continuation and up-scaling of a previous European Union funded Hazardous Waste Management project (PacWaste) that assisted countries to manage asbestos, e-waste and healthcare waste. This new programme will continue working in these areas and expand to address an additional five new waste streams.

However, these traditions, the natural environment, and biodiversity are threatened by changing global and regional environmental pressures, ecological degradation, growing human populations, changing demands of our societies, and the impacts of climate change and sea level rise.

Waste management issues in Kiribati are governed under general environmental and public health legislation. There is no specific legislation for waste management. A specific law establishes a container deposit scheme (CDS), which is regarded as effective in separating out these containers from other waste streams and promoting their recovery. Some analysis of the national waste situation has been undertaken through the Draft National Solid Waste Strategy 2007, which also covered the period 2008-2011, with biennial reviews. This strategy identifies priorities for different waste streams and provides a basis for assigning tasks for this work to specific institutions.

Samoa has a well-developed system of waste management legislation compared to many other Pacific Island nations. It has a dedicated Waste Management Act introduced in 2010, which is administered by the Ministry for Natural Resources and the Environment (MNRE). This principal legislation on waste management is complemented by other environmental and planning laws. An analysis of the national waste situation has been undertaken through the National Waste Management Strategy 2019-2023, with identified priorities and action plans. Administration of the Waste Management Act is centralised in the MNRE, although other agencies, such as the Planning and Urban Management Agency (PUMA), play important roles in administering laws relevant to waste management facilities. PUMA sits within the Ministry of Works, Transport, and Infrastructure.

The Constitution allows Parliament to delegate legislative authority on environmental matters to the Government. Such delegation was affected by Law 3/2012, which sets out broad directives for the Government to legislate for the protection of the environment. This law prompted the enactment of Decree-Law 26/2012, the Basic Law on the Environment, which contains a section on solid waste management.

Tuvalu has had dedicated waste-related legislation in place since 2009. It appears that a dedicated Waste Management Act was enacted in 2017 but this legislation is not available online. An analysis of the national waste situation has been undertaken in the Integrated Waste Policy and Action Plan 2017-2026 with articulation of key strategic goals, actions, and targets. The intention of the policy’s integrated approach is for a ‘national or coordinated approach, focusing on the work across all relevant sectors and complementing current programs and activities in the waste sector’.

Until the enactment of the Waste Management Act 2014 and Pollution Control Act 2013, there was no stand-alone legislation on waste management and pollution control in force in Vanuatu. Solid waste management was regulated by the Environment and Conservation Act and the Public Health Act. Water pollution and management was regulated by the Water Resources Management Act and the Public Health Act.

Some analysis of the main national waste situation has been undertaken as part of preparation of the National Waste Management Strategy 2012-2016 and Action Plan. This document can be found in Appendix B to a June 2015 PDP report for SPREP on Assessment of Status and Options for Solid Waste Management on Majuro Atoll 2015. This report describes the National Waste Management Strategy as in draft form and with cabinet for its approval.
